Debt Accountant Under the general direction of the Debt & Treasury Officer, or designee, the Debt Accountant is responsible for analyzing and managing the City Of Frisco's debt portfolio. This role involves monitoring debt issuances, ensuring compliance with regulatory requirements, and providing analytical support to optimize the City's debt management strategies. Essential Job Functions: Conducts detailed analysis of Frisco's debt portfolio, including bonds and other financial instruments. Monitors market conditions and interest rates to identify opportunities for refinancing or new debt issuance. Prepares and presents debt analysis reports to all stakeholders. Assists in the planning and execution of debt issuance, including providing information for proofreading official statements, and coordinating with financial advisors. Ensures compliance with all regulatory requirements and covenants related to debt issuance and management. Maintains accurate records of all debt transactions, monitors and records journal entries. Develops and maintains financial models to project debt service requirements and assess the impact of new debt on the City's financial position. Provides forecasts and recommendations to support budget planning and financial decision making. Analyzes the impact of potential debt issuance on the City's credit rating. Ensures compliance with federal, state and local regulations related to municipal debt. Prepares and submits required reports to regulatory and rating agencies. Monitors and reports on the municipality's adherence to debt policies and procedures. Other Important Duties: May travel to attend meetings, conferences and training. Assist management with other duties as necessary. Perform other related duties as assigned. Regular and consistent attendance for the assigned work hours is essential. Job Requirements: Knowledge of Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Accounting Principles (GAAP) related to municipal finance administration and program development. Knowledge of Federal, State, and Local financial policies, laws, and regulations. Knowledge of maintaining complex computer systems. Knowledge of municipal audit practices and procedures. Knowledge of City policies and procedures. Proficiency in the use of computers and related equipment, hardware, and software for supporting word processing and spreadsheet applications including Microsoft Word, Excel, Power Point, etc. Skill in preparing clear and concise reports. Proficiency in analyzing problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Ability to research, analyze and evaluate new service delivery methods and techniques. Ability to interpret and apply Federal, State and local policies, laws and regulations. Ability to communicate clearly and concisely, both orally and in writing. Ability to understand and follow oral and written instructions. Ability to establish and maintain effective working relationships with those contacted in the course of work. Education, Experience, and Certifications/Licenses: A Bachelor's Degree in Accounting, Economics, Finance or a related field or equivalent years of experience and three years of experience in debt analysis, or a related field, preferably within a municipal or public sector environment. Strong knowledge of debt management principles, financial modeling and public finance are desirable. Experience with software systems. Must pass a pre-employment drug screening and/or post-offer physical exam. Must possess State of Texas Driver's License.
