Duties include field investigations of abuse, neglect, exploitation (ANE) and injuries involving residents; comprehensive preliminary investigations; follow‑up on external cases through HHSC and Office of Inspector General; coordination with campus administrators during non‑business hours; evidence management; report preparation; testimony at administrative hearings or courts; participation in the Incident Management Team and root‑cause analysis sessions; data entry for unusual incidents; and provision of technical assistance to support the State Operated Facilities mission. Essential Job Functions (EJFs) Attend work on a regular basis, potentially on a rotating, extended shift or overtime schedule. Conduct investigations of reportable incidents and serious injuries, and perform preliminary investigations of unusual incidents to ensure prompt intervention. Collect and review evidence and data, including direct observations, video surveillance, and witnesses. Evaluate, analyze, summarize, and document investigative findings; prepare reports and communicate findings to supervisory staff. Work effectively with external agencies (HHSC, state office, law enforcement, HHSC‑PI, etc.) to complete collaborative investigations. Coach new investigators and serve as a resource. Track and coordinate actions following unusual incidents, serious client injuries, and abuse/neglect allegations; report to required agencies. Assist with training new investigators and reviewing their techniques. Participate in daily meetings related to ANE, peer‑to‑peer aggression, and falls; follow up on identified issues. Participate in work groups and committees related to incident management and root‑cause analysis. Review policies, procedures, and regulations; provide recommendations for improvements. Maintain, track, and analyze data for management reports such as trend analysis; participate in audits and inspections. Assist with disaster response or continuity of operations (COOP) as required. Knowledge, Skills and Abilities (KSAs) Knowledge of state and federal laws and Intermediate Care Facility rules related to State Supported Living Centers. Knowledge of laws and regulations related to protection from harm and residential rights. Knowledge of investigative principles, techniques and procedures. Proficiency with computer software including Word, Excel, and Outlook. Interviewing and negotiation techniques. Records searching to retrieve information. Formulation of comprehensive investigative reports. Critical thinking, problem solving and research. Effective communication and interview skills. Emotional control and stress management. Conduct investigations, interpret and apply laws, and work collaboratively with investigators and agencies. Prepare concise executive‑level investigative reports. Testify in hearings and court proceedings. Direct and utilize assistance of other staff to complete investigations. Train other investigators. Initial Screening Criteria Graduation from an accredited high school or GED. Graduation from an accredited four‑year college or university with major coursework in criminal justice or a related field (preferred). Experience in investigative work such as planning, coordinating, leading, or conducting investigations, or experience in quality assurance reviews. Registrations, Licensure Requirements or Certifications None Additional Information Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide, Employee Misconduct and HHS List of Excluded Individuals/Entities (LEIE).
