Senior IT Business Analyst – Healthcare Interoperability & Authorization

Position Overview

We are seeking an experienced Senior IT Business Analyst with deep expertise in healthcare interoperability, payer operations, and authorization workflows . This role serves as the critical bridge between business stakeholders, healthcare policy, and technical delivery teams.

The Senior IT Business Analyst will translate complex contractual, regulatory, clinical, and business requirements into clear functional specifications and actionable technical requirements. Working closely with data engineering and Databricks development teams, you will help design, validate, and implement healthcare data exchange and analytics solutions while ensuring data quality, regulatory compliance, and alignment with business objectives.

The ideal candidate combines strong business analysis skills with hands-on knowledge of healthcare interoperability standards, EDI/X12 transactions, SQL, authorization processes, and modern data platforms such as Databricks .

Key Responsibilities

Requirements & Business Analysis

• Gather, analyze, and document contractual obligations, regulatory requirements, business rules, policy requirements, and operational needs.
• Translate complex healthcare and payer requirements into clear, actionable business and functional requirements.
• Identify dependencies, gaps, risks, and impacts across business processes and technical solutions.
• Work closely with business, compliance, clinical, and technical stakeholders to ensure requirements are accurately understood and implemented.

Functional Design & Technical Requirements

• Develop detailed functional specifications, process flows, data mappings, and acceptance criteria.
• Translate healthcare business rules and interoperability requirements into technical requirements for development teams.
• Serve as the subject matter expert for healthcare data exchange, interoperability, and authorization-related processes.
• Help ensure solutions comply with applicable CMS interoperability requirements and organizational policies.

Data & Interoperability

• Analyze healthcare data and complex EDI/X12 transactions to identify data relationships, business rules, and quality issues.
• Work with data engineers and developers to translate business logic into optimized SQL and PySpark transformation processes.
• Validate data mappings, transformation logic, payloads, and downstream data products.
• Support analysis and resolution of data quality, integration, and processing issues across the data pipeline.

Testing & Validation

• Define comprehensive test scenarios, test cases, and expected results based on business and technical requirements.
• Validate complex healthcare data payloads and transaction processing.
• Coordinate and support end-to-end testing and User Acceptance Testing (UAT) .
• Partner with development and QA teams to identify defects, clarify requirements, and validate fixes.

Agile Delivery

• Work within Scrum or Kanban delivery environments.
• Own and manage Jira epics, features, and user stories through decomposition, refinement, and delivery.
• Collaborate with Product Owners, developers, data engineers, QA teams, and business stakeholders throughout the development lifecycle.

Required Qualifications

Business Analysis & Healthcare

• 10+ years of IT Business Analysis experience , including at least 4 years focused on healthcare interoperability and/or authorization .
• 10+ years of experience working within a health plan/payer environment .
• Strong understanding of healthcare payer operations, particularly authorization workflows and processes .
• Demonstrated ability to translate complex healthcare business and regulatory requirements into functional and technical specifications.

Healthcare Interoperability

• 3+ years of experience with CMS Interoperability requirements and standards .
• Strong understanding of healthcare data exchange and interoperability concepts.
• 3+ years of hands-on experience with EDI/X12 transactions , including:
• 837 – Claims
• 834 – Enrollment
• 835 – Remittance
• 270/271 – Eligibility
• Ability to understand and explain complex X12 structures, including loops, segments, elements, and business rules.

Data & Databricks

• 3+ years of SQL experience , including complex joins, data analysis, reconciliation, and data quality validation across large datasets.
• 1+ year of experience with Databricks or a comparable modern data platform.
• Familiarity with:
• Delta Lake
• Medallion Architecture (Bronze/Silver/Gold)
• Unity Catalog and data governance
• PySpark-based data transformation
• Ability to collaborate effectively with data engineers to translate business requirements and rules into data transformation logic.

Professional Skills

• Strong analytical and problem-solving skills with the ability to work through complex healthcare business and technical requirements.
• Excellent communication skills, with the ability to explain technical concepts to business stakeholders and business requirements to technical teams.
• Ability to bridge the gap between healthcare operations, regulatory requirements, data engineering, and application development .
• Comfortable working independently while collaborating across multiple teams and stakeholders.
• Strong attention to detail, particularly when working with healthcare data, regulatory requirements, and complex transaction structures.
• Proven ability to operate effectively in a fast-paced, Agile delivery environment.

Pay Transparency

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $85,085-$118,188. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
