Information Technology Project Manager / Business Analyst

Job Description and Duties

This position requires the incumbent maintain consistent and regular attendance; communicate effectively (orally and in writing) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures regarding attendance, leave, and conduct.

Under the direction of the Information Technology Supervisor II, the incumbent performs at the full journey level and serves as an Information Technology Specialist I supporting enterprise information technology initiatives related to project management, business analysis, portfolio planning, and technology consulting activities.

The incumbent independently manages and coordinates complex information technology projects and business technology initiatives that support departmental priorities, oversees project lifecycle activities from planning through implementation, conducts business analysis to identify operational needs and process improvements, provides technology consultation and recommendations, and supports strategic portfolio planning activities to ensure alignment with organizational goals and business objectives.

The incumbent exercises a high degree of independence, sound judgment, and technical expertise while collaborating with internal stakeholders, management, vendors, and project teams to support successful technology solutions and business outcomes.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only . The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• At least 2 years of experience managing information technology projects and project teams.
• At least 2 years of experience with Agile or traditional project management methodologies.
• At least 2 years of business analysis experience.
• At least 2 years of experience in stakeholder engagement or customer service.
• Familiar or have an understanding of California's State project approval lifecycle.
• Budget, contract, and vendor management experience.
• Experience in presenting technical information.
