Mechanical Engineer III (NS)
The North Carolina Department of Administration (DOA) is seeking applicants for a Mechanical Engineer for our State Construction Division. The State Construction Office (SCO) is responsible for the administration of planning, design and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.
Key Responsibilities:
1) Serve as the senior Mechanical Engineer for the Downtown Government Complex located in Raleigh. Provide engineering services for the DOA assigned buildings. Services include:
- Site investigation and analysis of building system problems.
- Recommendations for improvements and repairs.
- Preparation of plans, specifications and cost estimates for small renovation projects.
- Creation of reports as assigned by SCO Director or DOA Secretary.
- Position is required to work closely with DOA Facility Management staff to offer solutions and recommendations.
2) Serve as a project manager for assigned DOA capital improvement (CI) projects. Work includes:
- Visit project sites on a weekly basis and attend project progress meetings.
- Monitor progress and inspect project to determine compliance with plans and specifications, conformance with completion schedule, adequacy of construction administration services by the designer, and resolution of construction problems.
- Provide review and approval of pay applications and Change Orders, including checking for adequate documentation and cost calculations per the construction contract General Conditions.
- Mitigate potential contract disputes.
- At the conclusion of a project, evaluate the project for completeness and conformance with contract documents and normal standards of workmanship and recommend project acceptance or denial.
- Upload all inspection results and meeting minutes into the State's reporting system.
3) Provide plan review and approval, as the owner representative, for the design and construction documents related to the mechanical, plumbing and fire protection systems of capital improvement projects. This includes:
- Verify scope and estimated costs of projects with the contract requirements and the appropriate funds.
- Check submitted drawings and specifications for appropriate level of completion, accuracy and clarity in accordance with the standards for the complex.
- Review plans for appropriate energy efficient systems, energy conservation measures, serviceability and maintainability.
- Review plans for compliance with the NC General Statutes on public work, ensuring conformance of the contractual bid packages with State Construction Office guidelines, policies, and procedures.
- Review mechanical system aspects of projects submitted by designers to ensure compliance with the NC Building and safety codes, and conformance with sound engineering judgement and construction practices.
- Reviewing mechanical system designs for proper consideration to economy in initial and life cycle costs, maintenance cost, proper materials, and type of construction.
- Evaluate the mechanical system design with the architectural, civil, structural and electrical disciplines.
- Assist construction monitors working in the field in resolving technical or contractual issues at the construction site, as well as assisting in the overhead and final inspections.
4) Provide Mechanical and Plumbing inspections on State owned buildings on an as needed basis. Requires obtaining a Level III certifications from the NC Code Qualifications Board. The State Construction Office is the Authority Having Jurisdiction (AHJ) for State owned facilities on State land or buildings.
Knowledge Skills and Abilities/Management Preferences:
- Working knowledge of principles and practices of Building Systems Mechanical Engineering, NC State Building Codes and Industry Standards, General Construction policies and guidelines, building construction and operations.
- Discernment of discrepancies in technical documents or data and provide objective professional opinions and judgments when presented factual data.
- Familiar with industry design reference standards such as ASHRAE and NFPA and engineering development trends.
- Skilled in time management, communicating technical information to others, technical writing and written communication, constructive negotiations, and public speaking.
- Experience in Construction Administration and program/project management.
- Proficient with computer software and computer drawing packages.
Management Preference:
- Bachelor's degree in mechanical engineering.
- Minimum of 5 years progressive professional experience in the practice of Building Systems Mechanical engineering
- Possession of a Level III North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board, or the ability to obtain within three (3) years of employment.
Necessary Requirements:
- Registration as a North Carolina Professional Engineer. Must provide proof of registration in application submittal.
- Minimum of 4 years progressively responsible experience in the practice of Building Systems Mechanical Engineering.
- Valid NC Driver's License with acceptable driving record. Out of State Applicants must have a valid NC Driver's License or acquire NC Driver's License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.
Minimum Education and Experience:
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Requirement : Registration as a North Carolina Professional Engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
