NCDOT - Business Analyst- Expert

Job Summary (List Format):
- Provide strong business analyst support across multiple active and upcoming technology projects.
- Lead the development and execution of testing strategy for various project initiatives.
- Facilitate requirements gathering, particularly related to procurement processes and vendor management.
- Manage distinct business analysis work streams and deliverables to ensure project solutions.
- Identify, document, and analyze business processes, issues, value drivers, metrics, and organizational capabilities.
- Collect, organize, and analyze data to inform project decisions and documentation.
- Complete analysis and documentation of current ("as-is") business capabilities.
- Conduct interviews with stakeholders to gather and validate business requirements.
- Research and analyze industry trends, competitors, and state-specific factors for strategic, financial, and operational benchmarking.
- Develop business cases and perform market research to support project objectives.
- Support system go-live activities, including conversion, end-user support, training, logistics, and site management.
- Assist with change management and communication efforts to facilitate project adoption.
- Perform PMO-related activities such as project time tracking, updating work plans, status reporting, and service metrics reporting.
- Ensure project administration tasks are completed in a timely and organized manner.
- Collaborate with vendors to monitor and ensure delivery of project requirements.
- Must be based in North Carolina and able to be onsite on the first day for equipment pick-up.
- Required to have at least 5 years' experience in business analysis, requirements management, and test planning/execution.
- Preferred experience in procurement specification development and professional certifications (IIBA CBAP or PMP-PBA).
