INTELLIGENCE SPECIALIST (OPERATIONS)

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element (SSSE), Alexandria Virginia.

Duties

Help

  • Responsible for conducting HUMINT operations in support of military activities.
  • Oversee the development and implementation of the manning, training, and equipping of HUMINT activities including personnel management.
  • Conceive, plan, develop, and perform HUMINT activity of national and theater level significance.
  • Determine what mission information is appropriate and beneficial for integration into lessons-learned training, and how to present identified real-world scenarios in the most efficient, effective way possible.
  • Evaluate the effectiveness of current analytical methodologies and intelligence support to operations, recommending changes to collection or analytical strategies to better counter the threat.
  • Prepare and present briefings, organizes and participates in conferences, articulating expert assessments and recommendations to inform operational planning and decision-making.
  • Represent the command to higher level headquarters and Inter-agency partners.
  • Advise and assist Special Operations Forces personnel in the employment of operational activities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TS/SCI clearance.
  • Must be willing to undergo and successfully complete a Counterintelligence Scope Polygraph Examination and pass random examinations thereafter, in accordance with Army Regulation 380-67, Personnel Security Program.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Must sign a statement attesting to the understanding of DCIPS provisions as indicated in AR 690-13.
  • Travel may be required up to 40% of the time.
  • Must be willing and able to participate in the organization's operations and training both CONUS and OCONUS.
  • Must be willing to deploy to hazardous duty areas and/or combat zones in support of the organization's missions for periods of up to 179 days. Pre-employment deployment physical and subsequent deployment physicals are required.
  • This is an emergency essential (E-E) position. **For more information, please see "Qualifications" below.
  • Individual must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience which includes:

1) Conducting Human Intelligence (HUMINT) operations and supporting military or special operations missions in CONUS and OCONUS environments.

2) Analyzing and integrating intelligence information from multiple sources to identify threats, vulnerability patterns, and trends.

3) Preparing intelligence reports, briefings, and operational assessments for leadership decision-making and mission support.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS-13).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

**NOTE :

This is an emergency essential (E-E) position that ensures the success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis. Incumbent may be required to deploy, on very short notice, to potentially high threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments. Anthrax vaccination will be required. Incumbent may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments. Position also requires extensive travel, CONUS, as we well as frequently extended duty with long hours under high pressure conducting high-risk job responsibilities.

Education

NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
