Physician - Primary Care

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval, award amount up to $200,000 and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply. Qualifications To qualify for this position you must meet the basic requirements below and any additional requirements listed in the job announcement. Applicants pending completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physicians in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements United States citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. Doctor of medicine or an equivalent degree from a school approved by VA for the year in which the course of study was completed. Current full and unrestricted license to practice medicine or surgery in a United States state, territory, commonwealth, or the District of Columbia. Residency training: Physicians must have completed residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (See details below.) Proficiency in spoken and written English. Preferred experience: outpatient primary care with panel-based chronic disease management; experience in a VA, military, or federal health care setting; controlled substance prescribing and safe opioid management practices; women's health care in a primary care setting. Physical requirements: pre‑employment evaluation; ability to lift 15-44 pounds; push, reach, use fingers and both hands; walk/stand 3-5 hours; rapid mental and muscular coordination; near vision correctable 13"-16" to Jaeger I-IV; far vision correctable 20/20 in one eye, 20/40 in the other; depth perception and basic color discrimination; hearing aid permitted. Residency training options: Approved residency by ACGME or AOA as per yearly list. One year of post‑medical‑school training (internship or transitional year) approved by ACGME or AOA followed by two years of independent practice. Non‑US residency training program followed by a minimum of three years of verified independent practice in the United States. Exceptions: Residents in accredited programs who otherwise meet basic requirements may be appointed as Physician Resident Providers (PRPs) on an intermittent basis; PRPs must be fully licensed physicians and will be restricted to supervised duties. In rare circumstances, the Facility Director can submit a memo to the VISN Director or VISN Chief Medical Officer for reasonable exceptions to residency training requirements. Duties Contract Buy Out Program eligibility – may be eligible for CBOP, authorizing VHA to buy out service contracts for a period of obligated service. Prime responsibilities include providing comprehensive patient‑centered primary medical care as part of the Effingham, IL VA Clinic Primary Care Team. Diagnose, treat, and manage a panel of veterans; identify acute, non‑acute, and chronic health problems. Use risk management principles to identify system issues impacting patient care. Order and evaluate appropriate diagnostic tests; adhere to clinical practice guidelines for chronic disease. Conduct preventative screens and diagnostic tests; provide appropriate disposition of identified health problems. Participate in primary‑care multidisciplinary activities; facilitate shared decision making with veterans. Demonstrate expertise in diagnosing and treating multi‑symptomatic patients; comply with local policies and documentation requirements. Use Computerized Patient Record System; review and update electronic medical records; maintain view alerts; utilize Telehealth services. Supervise mid‑levels; report directly to the Chief of Primary Care Service. Work schedule: Monday–Friday 8:00 am–4:30 pm, with possible extended hours or occasional Saturday shifts.
