The Division of Policy, Strategy, and Research is seeking a full-time Grant Manager PRO Housing. GRADE

18. This position offers a salary range of $36.76 - $39.76/hour, with potential for advancement up to $57.92 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $39.76/hour.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706. The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

Housed within the Division of Policy, Strategy, and Research, the PRO Housing Grant Manager is responsible for managing and coordinating the Department’s activities under the HUD PRO Housing FY24 grant award. This position serves as the Department’s facilitator of all activities described in the HUD-approved Action Plan for use of grant funds. This position supports and coordinates with agency staff with implementation of grant activities, while coordinating with other state agencies and engaging with subgrant applicants and recipients. The PRO Housing Grant Manager’s duties include organizing and overseeing a competitive subgrant program open to local jurisdiction applicants. This position establishes and implements quality control standards to ensure that activities carried out using grant funds meet applicable federal and state requirements, and coordinates required reporting. The PRO Housing Grant Manager engages directly with HUD staff, staff from other state agencies involved in PRO Housing Grant activities as well as officials from local jurisdictions across the State of Maryland.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

A bachelor’s degree in the humanities, social sciences, public policy, public administration, or a related field. Grant or other technical writing experience. General professional experience. Experience managing programs or budgets over $100,000. Experience working within local, state, or federal government.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or an average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
