SENIOR TECHNICAL REPORT WRITER / ENVIRONMENTAL REGULATORY SPECIALIST

Position Type Part-Time / As-Needed Independent Contractor Work Arrangement: Fully Remote Compensation: Competitive Pay Travel: Not expected Position Overview We are seeking an exceptional Senior Technical Report Writer / Environmental Regulatory Specialist to support a client's environmental reporting department on a part-time and/or as-needed basis . The primary requirement is exceptional technical writing and technical report review/editing ability . The successful candidate must be able to take complex environmental data, field information, laboratory results, regulatory requirements, technical memoranda, tables, figures, and input from multiple technical professionals and integrate them into clear, concise, technically accurate, internally consistent, well-organized, regulator-ready reports . The position is particularly suited for an experienced environmental professional who can independently perform senior-level technical writing, report review, and QA/QC as project needs arise. Key Responsibilities Prepare technically complex environmental reports from initial draft through final issuance. Review and substantially improve reports prepared by Project Managers, Engineers, Geologists, Scientists, and other technical staff. Transform technical data and project information into clear, concise, logical, and defensible regulatory documents. Independently organize reports so project objectives, methods, results, conclusions, and recommendations are clearly presented and supported. Review reports for technical accuracy, regulatory compliance, completeness, consistency, readability, and defensibility. Identify unsupported conclusions, inconsistencies, data gaps, conflicting statements, incorrect regulatory interpretations, and technical weaknesses. Verify consistency between report text, laboratory analytical data, tables, figures, boring logs, groundwater monitoring data, soil vapor data, appendices, and previous reports. Review analytical data and tables for units, reporting limits, regulatory screening criteria, exceedances, trends, and consistency with report conclusions. Ensure environmental screening levels, cleanup criteria, permit requirements, regulatory standards, and other benchmarks are correctly identified and applied. Provide substantive technical edits, not merely grammatical or formatting corrections. Consolidate information prepared by multiple contributors into a consistent professional document. Conduct detailed QA/QC reviews before document issuance. Provide technical guidance and mentoring to project staff regarding report organization, technical writing, regulatory terminology, data presentation, conclusions, recommendations, and QA/QC. Types of Reports Experience with one or more of the following is highly relevant: Remedial Investigation (RI) / Feasibility Study (FS) Reports Remedial Action Plans / Cleanup Action Plans Removal Action Workplans and corrective-action documents Site Investigation / Site Characterization Reports Soil, Groundwater, and Soil Vapor Investigation Reports Groundwater Monitoring Reports Remedial Progress / System Performance Reports Sampling and Analysis Plans (SAPs) Quality Assurance Project Plans (QAPPs) Conceptual Site Models (CSMs) Vapor Intrusion Investigation and Mitigation Reports Stormwater / NPDES Compliance Documents Technical Memoranda Regulatory Response Letters Agency Comment-Response Documents Closure Requests and Case-Closure Documentation Environmental Due Diligence Reports Other environmental regulatory reports and technical correspondence Required Regulatory Knowledge Candidates should have strong working knowledge of applicable federal and California environmental regulations, including: CERCLA / Superfund RCRA California Porter-Cologne Water Quality Control Act Clean Water Act / NPDES California State Water Resources Control Board programs Regional Water Quality Control Board programs California Department of Toxic Substances Control (DTSC) California Air Resources Board (CARB) California stormwater permitting and compliance Waste Discharge Requirements (WDRs) UST investigation and cleanup programs California environmental screening levels and cleanup criteria Applicable local environmental agency requirements Required Education & Experience Bachelor's or Master's degree in Environmental Engineering, Civil Engineering, Geology, Engineering Geology, Hydrogeology, Environmental Science, Chemistry, or a closely related environmental discipline. Approximately 8-10+ years of progressively responsible environmental consulting, regulatory, engineering, geological, or environmental technical-writing experience preferred. Demonstrated experience preparing and/or reviewing complex environmental regulatory reports. Demonstrated experience with California environmental regulatory programs. Strong knowledge of CERCLA, RCRA, Porter-Cologne, CARB-related environmental requirements, and NPDES. Ability to independently review technical reports and identify substantive technical and regulatory deficiencies. Proven history of producing high-quality technical reports requiring limited senior-level correction or rewriting. Required For Consideration Candidates must provide a minimum of three (3) technical report examples they personally authored. These samples will be reviewed before the candidate is presented for consideration. Professional Registration Strongly Preferred California Professional Engineer (P.E.) California Professional Geologist (P.G.) Additional certifications such as C.E.G., C.Hg., QSD/QSP, or other relevant environmental credentials are desirable. Professional registration is not required for an exceptional candidate with substantial environmental consulting experience, strong California regulatory knowledge, and outstanding technical writing/report-review capabilities. Preferred Background Environmental consulting firm experience Regulatory deliverables for EPA, DTSC, State Water Board, Regional Water Quality Control Boards, CARB/local air districts, or local environmental agencies Contaminated-property investigation and remediation Soil, groundwater, and soil vapor data evaluation Experience with chlorinated solvents, petroleum hydrocarbons, metals, VOCs, SVOCs, PFAS, and other environmental contaminants Remediation and regulatory closure documentation Responding to regulatory agency comments Mentoring technical staff on report quality Ideal Candidate The Ideal Candidate Is a Senior-level Environmental Professional And Exceptional Technical Writer Who Can Independently Take Ownership Of Complex Environmental Reports And Deliver Documents That Are Technically accurate Regulatory compliant Clear and well organized Internally consistent DefensibleReady for client and regulatory submission Excellent grammar alone is not sufficient. The candidate must understand the environmental science, engineering, geology, data, and regulatory framework underlying the reports. Compensation Independent Contractor: $105-$125/hour Part-time employee compensation, if applicable, will be evaluated on a case-by-case basis. Work Arrangement This is a remote, part-time and/or as-needed opportunity. Workload may fluctuate based on project schedules, regulatory deadlines, report- production needs, and technical review requirements.
