Position 1: Office of International Affairs – Office of the Chief The Office of International Affairs administers international telecommunications and satellite programs and policies, including licensing and regulatory functions. The office also promotes pro-competitive policies abroad, coordinates global spectrum activities and advocates U.S. interests in international communications and competition. General Duties conducting research, including legal research empirical analysis including model estimation using various econometric techniques writing reports drafting U.S. position papers on telecommunications issues for upcoming International Telecommunication Union (ITU) and other international meetings and conferences Selection Criteria No prior communications or technical experience is necessary, but candidates must be current full- or half-time students at an accredited college or university. Law students, international studies students, and students majoring in business and/or economics are encouraged to apply. Applicants must have strong writing and analytical skills. Candidates must be U.S. citizens. Candidates with dual citizenship may be hired on case-by-case basis. Internship Periods Fall, Spring and Summer Semesters. Position 2: Office of International Affairs – Global Strategies & Negotiation Division (GSN) The Office of International Affairs' Global Strategy and Negotiations Division (GSN) internships offer students a unique chance to work on the FCC's global engagement efforts. GSN is the FCC's voice around the world. It is the single focal point within the Commission for cooperation and consultation on international telecommunications matters with other federal agencies, international or foreign organizations, and appropriate regulatory bodies and officials of foreign governments. GSN also leads the Commission's participation in the International Telecommunication Union (ITU) and various regional organizations in Asia, Africa, Europe, Latin America and the Middle East. In addition, GSN performs economic and policy analysis examining trends in international communications markets and services. We also conduct research and studies concerning international regulatory trends, as well as their implications for U.S. policy. Responsibilities Drafting papers on communications issues for ITU and other international meetings Preparing briefing materials for the Chairman, Commissioners and senior officials in advance of meetings Attending meetings at various U.S. government agencies Participating in teams preparing for international conferences Researching legal issues, current events in global communications, and foreign regulatory developments Conducting empirical analysis, including model estimation using various econometric techniques Interacting with foreign visitors through the International Visitors Program Intern responsibilities are commensurate with applicant’s education level Selection Criteria Graduate students majoring in a related field (i.e., government/public policy, economics, international studies, etc.), as well as law students (with an expressed interest in Telecommunications and/or International Law). Applicants must have strong writing and analytical skills. Candidates must be U.S. citizens. Candidates with dual citizenship may be hired on case-by-case basis. Position 3: Office of International Affairs – Telecommunications and Analysis Division The Telecommunications and Analysis Division develops international telecommunications policy, licenses international telecommunications services and facilities, including submarine cables, and provides expertise on foreign ownership issues. The Division’s focus in developing international telecommunications policy is to achieve low calling rates for U.S. consumers and to facilitate competition in the provision of international services. In performing its functions, the Division coordinates with, provides guidance to, and shares its expertise within the FCC and with other U.S. government agencies. Internship Periods Fall and Spring Semesters (full- and part-time positions) Summer Semester (full-time positions) Responsibilities Conducting research on topics of telecommunications and administrative law; reviewing comments in rulemaking or other proceedings; attending meetings internally and with outside parties; and drafting Division documents, research memos, briefing sheets, and Public Notices. Selection Criteria Candidates must currently be full-time or part-time law students at an accredited school. Preference will be given to law students who are interested in telecommunications law and have strong analytical, research, and writing skills. Candidates must be U.S. citizens. Candidates with dual citizenship may be hired on case-by-case basis.
