It is an on‑site role requiring the selected candidate to work from the RRC office in Austin, Texas. The Commission seeks an experienced IT Business Analyst IV to perform highly advanced business analysis for the implementation of complex technology hardware and software projects within the Technology Modernization efforts. Duties include gathering, developing, and documenting requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; and providing research and special project support to users. The role involves analysis and documentation during the implementation of multiple interrelated projects, including SaaS and COTS software applications, data migration from the mainframe to new systems, and building a data warehouse. The analyst will assess existing mainframe transformation processes, implement improvements, and ensure deliverables are maintained in accordance with established procedures. Responsibilities also include leading assignments, tracking the work of other team members, and operating under limited supervision with a high degree of independent judgment. Essential Job Functions Assess LoneSTAR program processes, procedures, and standards with a focus on analysis and design, recommend and implement improvements, and monitor implementation and project adherence to these processes. Analyze and document business processes for IT projects, including the transition of legacy/mainframe systems to modern technologies. Elicit requirements, prepare requirements packages, analyze requirements, verify and validate requirements and solutions. Develop and review complex system documents and business processes to convey business requirements and support efficient system design. Coordinate and participate in user acceptance testing and new system functionality testing. Conduct tests and inspections of products, services, or processes to evaluate quality or performance. Provide assistance to developers, systems analysts, and customers on applications and software implementations. Provide complex quality assurance consultation and oversight of projects and assignments. Identify potential project risks and difficulties and design strategies to mitigate or avoid them. Review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provide comments and suggestions to document owners. Lead and participate in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes. Work closely with project managers to monitor project quality, risks, and issues; analyze trends; report findings; and make recommendations to alleviate concerns. Assign tasks to other team members and complete own assignments as needed. Perform related work as assigned. Analyze complex datasets to identify trends, patterns, and actionable insights. Collaborate with business units to understand data needs and translate them into analytical solutions. Perform data cleansing, validation, and quality assurance. Document data definitions, business rules, and data lineage. Define data standards, governance policies, and best practices. Collaborate with IT and business teams to ensure alignment with enterprise architecture. Qualifications Minimum Qualifications Bachelor's Degree from an accredited four‑year college or university, preferably with major coursework in information systems, computer science, business, or a related field. 10 years of experience as a Business Analyst, including documentation of processes, requirements, and managing activities; planning, developing, and implementing projects or maintenance activities. 8 years of experience as a Business Analyst involving information technology programs. 4+ years of experience in data analysis and/or data architecture. Proficiency in SQL or other analytical languages. Experience with cloud data platforms such as Snowflake, AWS, or Azure. Strong understanding of data governance, metadata management, and data security. Experience may have occurred concurrently. Experience and education may be substituted for each other on a year‑for‑year basis. Preferred Qualifications Experience with the RBDMS platform. Experience dealing with regulatory processes such as permitting, inspection, or licensing. Experience with process improvement strategies and methodologies. Experience with test planning and implementation strategies, particularly user acceptance testing. Proven ability to lead change and design more efficient processes. Proven ability to resolve conflict and deal with challenging situations. CCBA or CBAP certification or similar certification. Familiarity with Informatica or other data governance tools. Knowledge of mainframe data systems and legacy data migration strategies. Knowledge, Skills, And Abilities Knowledge of Business Analysis and Project Management Processes (BABOK/PMBOK) and the DIR Project Delivery Framework. Knowledge of systems and procedures used to evaluate a third‑party vendor's performance. Knowledge of Agile methodologies, including build planning, sprint planning, and sprint execution. Knowledge of large‑scale IT operations and information technology industry trends. Knowledge of modernizing technology from legacy/mainframe systems to modern technologies. Knowledge of change management best practices for technology‑related initiatives, including training and communication. Knowledge of user acceptance testing methods and strategies. Knowledge of work simplification methods. Skill in co‑ordinating business analyst activities, analyzing and documenting business processes, eliciting requirements, developing process improvement, planning and executing integration and user acceptance testing, supporting development training, and implementing material. Skill in coordinating and solving problems. Skill in managing user expectations and satisfaction. Skill in analyzing complex business environments and policies to develop effective and innovative solutions. Ability to lead diverse activities while maintaining a high degree of efficiency in achieving the commission goals through consistent, effective assessment and implementation of improvements. Miscellaneous Requirements Ability to work from RRC HQ in Austin, TX, during standard business hours. Ability to work a consistent schedule such as Monday‑Friday, 8 AM – 5 PM Central Time, with occasional flexible hours, after hours, weekends, and holidays. Note: Salary will be determined based on education and experience. Work Hours Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. The agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
