Job Overview Marketech International Corporation USA is seeking a detail-oriented and analytical Estimator – Semiconductor Construction to support cost estimating, bid preparation, and proposal development for semiconductor, cleanroom, high-tech manufacturing, and mission-critical facility projects. This role is responsible for reviewing project drawings and specifications, performing quantity takeoffs, developing labor and material estimates, obtaining subcontractor and vendor pricing, identifying project risks, and preparing comprehensive cost proposals. The Estimator will help ensure bids are accurate, competitive, complete, and aligned with project requirements and company objectives. The Estimator will work closely with Project Management, Engineering, Procurement, Construction, Business Development, subcontractors, vendors, and client representatives to develop estimates for mechanical, electrical, process utility, chemical, cleanroom, and facility infrastructure projects. The ideal candidate has experience in construction estimating, cost analysis, bid preparation, quantity takeoffs, or project controls within semiconductor, industrial, commercial, cleanroom, or high-tech construction environments. This role requires strong analytical skills, attention to detail, technical-document review capabilities, and the ability to manage multiple estimates and deadlines in a fast-paced project environment. Key Responsibilities Cost Estimating & Quantity Takeoffs Prepare detailed conceptual, preliminary, budgetary, and final construction cost estimates. Review drawings, specifications, bid documents, statements of work, and other project requirements. Perform accurate quantity takeoffs for labor, materials, equipment, subcontracted work, and other project costs. Develop estimates for mechanical, electrical, process piping, chemical systems, facility utilities, cleanroom systems, and related construction scopes. Calculate labor hours, crew requirements, production rates, material quantities, equipment needs, and project durations. Develop pricing based on project drawings, specifications, historical cost data, vendor quotations, and field conditions. Identify missing information, inconsistencies, scope gaps, and potential cost impacts within bid documents. Prepare estimate summaries, pricing breakdowns, cost comparisons, and supporting documentation. Maintain accurate and organized estimating records, worksheets, assumptions, and backup documentation. Bid & Proposal Development Support the preparation of competitive bids, proposals, quotations, and cost presentations. Develop detailed scopes of work, bid clarifications, exclusions, assumptions, qualifications, and pricing narratives. Review bid requirements to ensure estimates include all required labor, materials, equipment, permits, testing, commissioning, supervision, and indirect costs. Assist with bid schedules, milestone pricing, alternate pricing, unit rates, and value-engineering options. Participate in bid reviews, estimate reconciliation meetings, proposal reviews, and final pricing discussions. Coordinate with Business Development and Project Management teams to prepare client-ready proposal packages. Support revisions and pricing updates throughout the bidding, negotiation, and contract-award process. Maintain bid calendars and help ensure proposal deadlines are met. Prepare and issue requests for quotations to subcontractors, suppliers, and equipment vendors. Evaluate subcontractor and vendor quotations for completeness, accuracy, scope alignment, exclusions, and commercial terms. Compare multiple quotations and identify pricing differences, scope gaps, or inconsistencies. Follow up with subcontractors and vendors to obtain required pricing, lead times, technical information, and clarifications. Work with Procurement to evaluate material pricing, equipment costs, availability, escalation, and delivery requirements. Maintain relationships with qualified subcontractors, suppliers, and vendors. Help develop and maintain current cost databases for labor, materials, equipment, and subcontracted services. Technical Review & Scope Coordination Review architectural, structural, mechanical, electrical, plumbing, process piping, instrumentation, and cleanroom construction documents. Interpret plans, specifications, piping and instrumentation diagrams, equipment schedules, and technical requirements. Coordinate with Engineering and Construction teams to verify design intent, installation requirements, and constructability. Identify scope overlaps, missing scope, design conflicts, and coordination risks that may affect pricing or execution. Participate in pre-bid meetings, site walks, project reviews, and constructability discussions. Prepare and submit requests for information when additional project clarification is required. Incorporate design changes, addenda, clarifications, and revised documents into current estimates. Support value engineering and alternative construction-method evaluations. Analyze labor productivity, material pricing, equipment costs, subcontractor pricing, and project-specific conditions. Identify financial, technical, scheduling, procurement, and execution risks associated with proposed work. Develop appropriate contingencies, allowances, escalation factors, and risk adjustments. Evaluate project logistics, site access, cleanroom requirements, shift schedules, overtime, phasing, and security restrictions. Review historical project costs and lessons learned to improve estimate accuracy. Compare estimated costs with actual project performance to support continuous improvement. Assist with cost forecasting, budget development, change-order pricing, and cost-control activities when needed. Provide management with clear explanations of estimate assumptions, risks, and pricing strategies. Project Handoff & Construction Support Participate in project turnover meetings following contract award. Provide Project Management and Construction teams with complete estimate documentation, assumptions, exclusions, and pricing details. Explain labor, material, equipment, subcontractor, and indirect-cost components of awarded estimates. Support the development of project budgets and cost codes. Assist with change-order estimates, scope revisions, and pricing for additional work. Help reconcile differences between estimated and actual project costs. Support project teams with cost analysis and documentation throughout project execution. Required Qualifications Two or more years of experience in construction estimating, cost engineering, quantity takeoffs, project controls, proposal development, or a related field. Experience reviewing construction drawings, specifications, bid documents, and technical scopes of work. Experience preparing labor, material, equipment, and subcontractor cost estimates. Ability to perform accurate quantity takeoffs and cost calculations. Understanding of construction sequencing, labor productivity, material requirements, and project execution. Familiarity with mechanical, electrical, process piping, utility, cleanroom, or industrial construction scopes. Strong analytical, mathematical, and problem-solving skills. Strong attention to detail and documentation accuracy. Proficiency with Microsoft Excel and other Microsoft Office applications. Ability to manage multiple estimates, priorities, and deadlines simultaneously. Strong written and verbal communication skills. Ability to work cross-functionally with Engineering, Procurement, Construction, Project Management, vendors, and subcontractors. Ability to clearly document estimate assumptions, exclusions, qualifications, and risks. Reliable, organized, proactive, and accountable. Preferred Qualifications Bachelor’s degree in Construction Management, Engineering, Architecture, Business, Finance, or a related field. Experience supporting semiconductor, cleanroom, high-tech manufacturing, industrial, data center, pharmaceutical, or mission-critical construction projects. Experience estimating mechanical, electrical, process utility, chemical, gas, ultrapure water, wastewater, or cleanroom systems. Experience with semiconductor facility construction and process-support infrastructure. Familiarity with piping and instrumentation diagrams, mechanical drawings, electrical drawings, equipment layouts, and technical specifications. Experience with estimating or takeoff software such as Bluebeam, PlanSwift, Procore, Sage Estimating, Autodesk Construction Cloud, or similar platforms. Knowledge of prevailing-wage, Davis-Bacon, certified-payroll, union, or project-specific labor requirements. Experience preparing change-order estimates and supporting project cost controls. Familiarity with procurement lead times, material escalation, subcontractor management, and construction scheduling. Experience supporting projects for TSMC or another major semiconductor manufacturer. Bilingual English and Mandarin Chinese is a plus, but not required. The Estimator will work in a fast-paced construction and engineering environment and must be able to manage multiple estimates, changing priorities, revised bid documents, and strict proposal deadlines. Site visits may require the use of personal protective equipment and compliance with project-specific safety, security, cleanroom, and access requirements.
