Appointment type Permanent Work schedule Full-time Duties SummaryAs the Grants Officer manages pre-award activities and post-award administration for FAA's Research and Development (R&D) grants including, but not limited to, the Center of Excellence, Aviation Research, and Workforce Development. You will be a key member of a team of grant professionals using your knowledge, technical skills, and other resources to accomplish program goals and make recommendations for program improvement.ResponsibilitiesAs the Grants Officer manages pre-award activities and post-award administration for FAA's Research and Development (R&D) grants including, but not limited to, the Center of Excellence, Aviation Research, and Workforce Development. You will be a key member of a team of grant professionals using your knowledge, technical skills, and other resources to accomplish program goals and make recommendations for program improvement.Typical assignments may include:Incumbent applies experience and comprehensive knowledge of grants programs to develop grant plans and operating guidelines, strategies and methods to: identify and establish grant program requirements and activities to enable selection of highly qualified grant recipients; execute sound awards; monitor progress, prepare and submit required reports; and assure closeout activities are finalized in accordance with OMB requirements.Prepare and publish solicitations, establish schedules for proposed program activities, negotiating and entering into cooperative agreements, inter-agency service and other agreements on behalf of the FAA and the DOT. Interface with and provide programmatic guidance to grant recipients and applicants, respond to technical questions throughout competition phases. Inform management of various grant program requirements and obligations, routinely deliver expert information briefings.Prepare grant award documents to support appropriate levels of effort in compliance with OMB 2 CFR 200, relevant statutory requirements, and legal and other guidance based on type of award; coordinate with OST as required. Prepare annual Congressional and other required reports, assure closeout activities are completed for all grant awards within the time period determined by OMB.Demonstrate considerable independence in serving as a Grants Officer liaison in the FAA R&D Grants Management Office among various grant and cooperative agreement stakeholders to include aviation universities, FAA Program Managers and sponsoring organizations, academia, and industry partners.Work to develop contacts internal and external to organization, providing instructions to financial assistance staff, acquisitions offices, community professionals, members of various aviation communities, research scientists, contractors and other government and industry officials. Contacts are identified for the purpose of addressing diverse complex issues which often cross multiple projects, programs, and/or functional areas. Contacts will also be used in providing answers and seeking guidance, resolving problems, establishing requirements, explaining and defending issues, and persuading or influencing decisions. Acts as a representative of the FAA officially committing the agency to a course of action with management concurrence.You will assist in formulating and providing recommendation to management on major projects/policies/issues. Prepares, reviews, and recommends approvals of reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences under management or senior level team member’s direction.Assist in developing broad policies and objectives providing general guidance for addressing that may require the development of new approaches. Assist in developing new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations and external concerns. Assist in creating new solutions and policy interpretations as situations require.Travel RequiredOccasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties. QualificationsTo view the complete qualification standard, applicants should reference – U.S. Office of Personnel Management Group Coverage Qualification Standard for the Miscellaneous Administration and Program Series, 0301. qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience may include but not limited to: Experience with pre and post award activities for grants programs at the federal, state, or equivalent level. Experience developing grant plans and operating guidelines, strategies and methods to identify and establish grant program requirements and activities. Experience in project management, allowable expenditures, and policies and procedures for a grants program or equivalent program.Qualifications must be met by the closing date of this vacancy announcement.INTERVIEW POLICY: If the selecting official decides to interview any employee on the selection list for a vacancy, then all who remain under consideration for the position at that point in the process must be interviewed.
