The company is certified as a federal Service-Disabled Veteran-Owned Small Business (SDVOSB) and as a California Small Business and Disabled Veteran Business Enterprise (SB/DVBE).Job SummaryWe are seeking a Program Analyst to support the financial performance, forecasting, and reporting of a portfolio of capital construction projects for our client. This position will partner with Program Managers, Project Managers, project controls professionals, and construction teams to analyze program performance and identify projects driving cost and forecast variances. The Program Analyst will investigate project-level variances, evaluate forecast assumptions, develop recommendations, and communicate findings to program leadership. This individual will also serve as a backup to the Program Manager and must be comfortable presenting and discussing the program's overall financial performance.Key ResponsibilitiesPerform cost, budget, and forecast variance analysis across a portfolio of capital construction projects.Review Month-Ahead and End-of-Year forecasts and provide recommendations to program leadership.Develop financial models to evaluate forecast changes, spending trends, risks, and potential impacts on program targets.Review Program Target Change Requests for individual capital projects.Identify the projects driving significant cost and forecast variances.Partner directly with Project Managers and project teams to understand project status, construction progress, cost drivers, forecast changes, and financial risks.Conduct detailed financial and operational analyses of individual capital projects.Prepare recurring and ad hoc reports related to project and program performance.Identify trends, risks, and opportunities for corrective action.Evaluate how changes to individual project budgets and forecasts may affect the overall capital program.Present financial findings, risks, and recommendations to Program Managers and other stakeholders.Serve as a backup to the Program Manager and communicate the program's financial performance when needed.Support improvements and automation related to financial reporting, program controls, and data analysis.QualificationsExperience supporting capital construction, utility, infrastructure, engineering, or other complex project-based programs.Experience with capital project budgeting, forecasting, cost controls, variance analysis, or financial reporting.Strong financial modeling, analytical, and problem-solving skills.Ability to analyze program and project data, identify the causes of variances, and recommend appropriate actions.Experience working directly with Project Managers, Program Managers, project controls professionals, and cross-functional teams.Ability to explain financial performance clearly to technical and nontechnical stakeholders.Strong written and verbal communication skills.Ability to manage multiple priorities and respond effectively to ad hoc reporting and analysis requests.Ability to work locally in San Ramon, California.Preferred QualificationsPrevious PG&E experience as a Project Manager, Project Controls Analyst, Business Operations Analyst, Program Analyst, or in a similar position.Understanding of PG&E's AO financial structure and classifications, including PRJ, RET, DET, and related categories.Experience supporting utility capital construction projects.Knowledge of Microsoft Power BI, Power Apps, Power Automate, and Dataflows.Advanced Power BI or Microsoft Power Platform capabilities are highly desirable.Experience presenting program-level financial performance to leadership and other stakeholders.CompensationThe base salary range for this position is $145,000–$175,000 annually.
