Program Specialist

The City of San Ramon is seeking two enthusiastic and creative Program Specialists to join our Arts & Culture team and help foster a vibrant community where artists, residents, and visitors can connect, learn, and be inspired.

In this role, you'll help research and deliver a variety of visual or performing arts programs, exhibitions, performances, workshops, and special events that enrich the community and make the arts accessible to all. From supporting local artists to creating memorable cultural experiences, you'll play an important part in shaping San Ramon's growing arts community.

Under general supervision, provides leadership and functional direction to an arts program, activity, facility, or service; directs and/or leads the activities of a program, activity, or service; organizes and implements program elements and oversees participants, and performs related work as required.

Receives direct or general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. May exercise technical and functional direction and provide training to lower-level staff. volunteers, interns, and/or program assistants.

This is a journey-level class utilized in the Parks and Community Services Department. Positions are filled on a seasonal or program-specific basis. The class is distinguished from the entry-level class positions by responsibility for on-site coordination of a specific program area.

• Supervises staff and volunteers in a recreation program; oversees, plans, and/or directs daily program activities.
• Analyzes program needs and recommends new and innovative program ideas.
• Provides feedback regarding program goals and objectives, budget development and activity schedules.
• Develops and distributes promotional and marketing information.
• Assists the public with questions and problems.
• Opens, closes, secures and maintains a safe program environment and facility; and conducts safety checks.
• Maintains records and prepares attendance reports.
• Attends mandatory pre-service and in-service trainings and meetings.
• Administers first aid as required; handles emergency or extraordinary situations by notifying the proper authority or responder.
• Reports incidents/accidents.

Please note - this position is temporary and does not have benefits assigned, other than forty (40) hours of sick leave, which is accrued and available to use after ninety (90) days of employment.

Knowledge of:

• Techniques for leading and overseeing daily program participants and activities.
• Practices for supervising and training Recreation Leaders and volunteers.
• Safety principles and practices, including basic first aid and adult and/or child CPR.
• Basic safety precautions and procedures related to recreation programs and facilities.
• Standard office practices and procedures, including:
  • Use of standard office equipment.
  • Basic recordkeeping and arithmetic.
  • Computer applications related to the work.
• Safe work practices, including safe driving rules and procedures.
• Proper English usage, spelling, vocabulary, grammar, and punctuation.
• Techniques for effectively interacting with individuals of various ages, socioeconomic backgrounds, and ethnic groups.
• Techniques for effectively representing the City when interacting with the public.
• Customer service techniques for providing a high level of service and effectively working with the public, vendors, contractors, and City staff.

Ability to:

• Work independently while supervising facilities and program participants.
• Understand and follow facility use policies and procedures.
• Provide courteous and helpful assistance to facility patrons.
• Set up and arrange facilities for community events and meetings.
• Operate basic computer systems to enter and retrieve information for class registration and facility reservations.
• Remain flexible and adapt to changing job responsibilities and priorities.
• Respond calmly and effectively to medical emergencies and injuries, including providing basic first aid and adult and/or child CPR.
• Maintain facilities and equipment in a clean, safe, and secure condition.
• Operate standard office equipment, computers, and related software.
• Perform accurate basic arithmetic calculations.
• Perform routine equipment maintenance.
• Maintain accurate logs, records, and basic written documentation of work performed.
• Understand and follow oral and written instructions.
• Organize work, set priorities, and meet important deadlines.
• Communicate effectively in English, both verbally and in writing, including in person and over the telephone.
• Exercise tact, initiative, good judgment, and sound decision-making within established policies, procedures, and legal guidelines.
• Establish and maintain positive and effective working relationships with coworkers, the public, vendors, contractors, and others encountered during the course of work.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Equivalent to the completion of the twelfth (12th) grade and two (2) years full-time experience or its equivalent of recreation experience relevant to the area of assignment.
• Appropriate clearances from background check/fingerprinting including documentation of a negative skin test for TB within the last two (2) years is required upon hire

Experience working with visual or performing arts programs and events, which may include classes, workshops, gallery programs, public art activities, artist programs, performances, concerts, film programs, exhibitions, community celebrations, or municipal arts programs is highly desirable.

At the option of the City, persons hired for this position will be required to either possess at entry or obtain within specified time limits designated licenses, certificates or specialized education and training relevant to the area of assignment. These requirements may include, but are not limited to:

• Possession of a valid California Class C Driver's License and a satisfactory driving record may be required at the time of appointment and throughout employment.
• Possession of, or ability to obtain within one (1) month of appointment, valid Adult and Pediatric First Aid and CPR/AED certifications.

Required certifications must be maintained throughout employment.

Additional Information

Physical Demands: Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to lift and move tables and chairs and arrange facilities for community events and/or meetings. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

Environmental Elements: Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR and are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Working Conditions: May be required to work a varied schedule of hours, which may include early mornings, evenings, weekends, and holidays, at a variety of City facilities. FLSA: NON-EXEMPT, TEMPORARY EFFECTIVE: MARCH 2019
