Human Resource Generalist

Department: Administration Position Reports to: HR Manager Pay Grade: 14 Employment Type: Full-time Exempt/Nonexempt: Exempt Description: Under the direction of the HR Manager & the Director of Administrative Services, performs a broad scope of HR functions including benefit management, on-boarding new employees, administrative, record keeping, and providing support on general HR matters. Conducts work toward achievement of City mission and strategic HR plans (including developing policies and procedures as well as strategic goals and objectives). Work is diversified in nature and involves multiple unrelated steps. Duties: Leads in the development and implementation for employee recruitment, employee relations, and benefits administration. Interacts with and supplies information to job applicants, employees, supervisors and directors, and public and private agencies. Coordinates and manages hiring processes including interviewing, background checks, and drug screenings. Maintains accurate records related to same. Maintains benefits online support systems to ensure accurate records for health, dental, and life insurance, as well as COBRA compliance. Manages health and welfare plans including enrollments, changes, and terminations. Processes required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. Leads annual open enrollment and processes within deadlines. Assists in digitalizing and maintaining instructional materials and new hire paperwork for new employee on-boarding and orientation meetings. Assists in digitalizing, overseeing, and maintaining employee files and medical files with strict confidentiality. Leads in preparations for annual employee evaluations. Assists in the creation and writing of job descriptions for new City positions as necessary. Conducts classification and job analysis as assigned. Conducts health fairs, clinics, and promotes employee health and wellbeing. Serves as administrative liaison/advisor to City Wellness Committee. Manages employee recognition programs. May assist in compensation studies as well as market review analysis as assigned. All other duties as assigned. Qualifications: Bachelor's degree from an accredited college or university in business administration, human resources, or related field; or a minimum of four (4) years of progressively responsible administrative experience in human resources (public sector preferred), A combination of education and experience equivalent to the same will be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

Must have extensive knowledge of Microsoft Office Suite and general principles of HRIS applications. Must be dependable to complete work in a timely, accurate, and thorough manner, and be conscientious about assignments. Must exhibit a professional manner in dealing with others and work to maintain constructive working relationships. Must maintain confidentiality. Must have considerable knowledge of principles and practices of personnel administration, effective oral and written communication skills, and excellent interpersonal skills. Physical Demands: While performing the duties of this job, the employee is required to sit for extended periods of time.
