Supervisory Accountant

Summary The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the CMCVAMC (Philadelphia) the Finance Service. The primary purpose of the Supervisory Accountant is to ensure effective financial management to support the fundamental mission of the medical facility, which is to provide acute care, outpatient care, and long-term care for veterans through general health/medical programs, various medical specialty services, and allied health services. Responsibilities Major Duties and Responsibilities, But Not Limited To: provides the day-to-day oversight of all accounting, auditing, payment, and agent cashier activities in the four accounting classifications mentioned above responsibility for supervising audits and quality reviews responsible for the oversight and evaluating the validity of the accounting records and recommending and establishing necessary procedural changes and maintain accurate records by subordinates gives advice, counsel, and instruction to employees on both work and administrative matters provides instruction and technical expertise on fund control point management and employee travel training to accounting technicians, control point officials, service/care line chiefs, and fund control clerks as needed to fulfill their jobs in a fully successful manner lead and facilitate service line level training on accounting and travel needs for the medical center and external VISN or VACO programs that report under the medical center administers an accounting system designed to track, reconcile, and report on agency-administered programs and/or appropriations for which the agency has legislative oversight responsibility monitors a variety of financial and statistical trends and prepares analysis management financial reports for higher management and other financial managers of all serviced activities to inform them of negative or positive financial trends or conditions portrayed in financial records performs duties associated with the management and control of resources or funds supplies financial reports to operating program officials for informational and planning purposes, providing management with analytical and interpretative analysis for use in planning, evaluating operating costs, and measuring operating results in terms of future program requirements gives advice, counsel, and instruction to employees on both work and administrative matters hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority Work Schedule: Monday - Friday; 8:00 am - 4:30 pm Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: This position has an Individual Occupational Requirements (IOR) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the above Individual Occupational Requirements, you must also possess the grade specific qualifications below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: exhibiting professional knowledge of accounting principles, practices and policies applicable to administration, accounting and financial reporting of funds made available to a Financial Management service line. Participates in decision-making sessions and advises program managers on regulatory requirements, financial policies, and the interpretation of data and program improvements, Interprets accounting, fiscal and reporting policies and procedures; preparing monthly reports; examining financial reporting, cash management, and internal controls such as the analysis and review of records, reports, and processes ensuring accuracy and relevance of financial transactions and productivity. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
