BLOC Resources is seeking a highly motivated and detail-oriented Environmental Specialist 1 to support environmental compliance, regulatory programs, and sustainability initiatives within a utility, infrastructure, or environmental services environment.


This role is ideal for early-career professionals with 1-5 years of hands-on environmental experience who are looking to build a long-term career supporting environmental protection, regulatory compliance, and infrastructure development projects.


The Environmental Specialist will play a critical role in supporting environmental programs that ensure operations remain compliant with federal, state, and local regulations, while also contributing to initiatives that reduce environmental impact and promote sustainable practices.

Requirements

Key Responsibilities

• Support environmental compliance programs to ensure adherence to EPA, state, and local environmental regulations

• Perform environmental sampling and monitoring activities, including water, soil, and air quality assessments

• Conduct field inspections, environmental site assessments, and compliance audits across operational and project sites

• Collect, analyze, and document environmental data, ensuring accuracy and regulatory compliance

• Assist in the preparation, review, and submission of environmental permits, reports, and regulatory documentation

• Maintain organized and detailed records of sampling results, compliance data, and environmental reports

• Collaborate with internal departments such as engineering, operations, project management, and safety teams

• Interface with external stakeholders including regulatory agencies, environmental consultants, and contractors

• Support environmental impact assessments and mitigation planning for infrastructure and operational projects

• Assist in identifying and addressing environmental risks, compliance gaps, and corrective actions

• Participate in the development and implementation of sustainability initiatives and environmental improvement programs

• Support environmental requirements during project planning, design, construction, and operational phases

• Ensure all activities are conducted in alignment with company safety standards and environmental best practices

• Provide support during environmental incidents or emergency response situations, as needed

Technical Skills, Knowledge & Competencies

• Working knowledge of environmental regulations and compliance frameworks (EPA, state environmental agencies, local ordinances)

• Familiarity with environmental permitting processes, reporting requirements, and compliance tracking

• Experience with environmental sampling techniques, data collection methods, and field instrumentation

• Strong analytical and critical thinking skills with the ability to interpret environmental data

• Effective problem-solving skills with the ability to identify and resolve compliance-related issues

• Strong organizational and time management skills with the ability to manage multiple projects simultaneously

• Excellent written and verbal communication skills, including technical reporting

• High attention to detail with a commitment to accuracy and regulatory compliance

• Ability to work collaboratively in a cross-functional, team-oriented environment

• Proficiency in Microsoft Office Suite (Excel, Word, Outlook); experience with environmental data systems is a plus

• Experience operating or assisting with boats and watercraft for environmental sampling (preferred)

Required Qualifications

• Bachelor's degree in Environmental Science, Biology, Environmental Engineering, Chemistry, or a closely related field

• 1-5 years of experience in environmental sampling, compliance, or related environmental fieldwork

• Basic understanding of federal, state, and local environmental regulations and permitting processes

• Experience supporting environmental compliance programs or regulatory initiatives

• Ability to work both independently and collaboratively within a team environment

• Willingness and ability to perform fieldwork in outdoor environments

Preferred Qualifications

• Experience supporting utility, energy, water/wastewater, or infrastructure projects

• Familiarity with watershed management, water quality monitoring, or stormwater programs

• Experience conducting field sampling in aquatic environments

• Ability to operate or assist in operating boats, motors, and other watercraft equipment

• Experience working with environmental consultants, contractors, or regulatory agencies

• Knowledge of GIS systems, environmental tracking software, or data management platforms (a plus)

Work Environment & Physical Requirements

• Regular work in outdoor environments, including exposure to heat, cold, humidity, rain, and uneven terrain

• Ability to perform physical activities such as walking, standing, climbing, bending, and lifting equipment

• Ability to travel to multiple field locations as required

• May require work near water bodies, construction sites, or industrial facilities

• Ability to safely operate in environments requiring personal protective equipment (PPE)

• Occasional extended hours may be required based on project demands
