Position Overview We are seeking an experienced Senior Business Systems Analyst to support a major enterprise system modernization initiative focused on the development and delivery of a new Medicaid application. This role will provide project and product oversight across contracted systems, integrated projects, and related technology initiatives. The Business Systems Analyst will work closely with internal stakeholders, technical teams, and external vendors to ensure requirements, project artifacts, testing, system integration, and application functionality are effectively managed throughout the development lifecycle. The ideal candidate brings significant experience supporting complex enterprise application initiatives and can operate across both business analysis and project delivery/oversight responsibilities. Key Responsibilities Review, analyze, and evaluate complex business systems and user needs. Coordinate with external vendors on projects and service requests, including defining, assigning, and evaluating work. Develop and review project artifacts including requirements, traceability documentation, test cases, designs, and technical specifications. Analyze systems, troubleshoot issues, and support solution implementations. Manage project scope, acceptance, deployment, and delivery activities. Monitor system integration testing and User Acceptance Testing (UAT). Identify project risks and challenges and develop appropriate mitigation strategies. Analyze policies, procedures, and standards to determine their impact on automated systems and functional areas. Support documentation and delivery of application functionality across integrated enterprise systems. Develop processes and documentation to promote a consistent approach across the overall solution. Required Qualifications 8+ years of experience coordinating with external vendors to complete projects and service requests, including defining, assigning, and evaluating their work. 8+ years of experience developing and/or reviewing project artifacts, including test cases, requirements documentation and traceability, design documentation, and technical specifications. 8+ years of experience analyzing systems, troubleshooting problems, and supporting solution implementations. 8+ years of experience managing project scope, acceptance, and deployment, including monitoring system integration and User Acceptance Testing. 8+ years of experience identifying project risks and challenges and developing strategies to mitigate or avoid them. 8+ years of experience analyzing health and human services policies, procedures, and standards to determine their impact on automated systems and functional areas. Preferred Qualifications 3+ years of experience using TFS/Azure DevOps (ADO) to create, manage, and maintain requirements throughout the development lifecycle. 3+ years of experience working in an Agile environment, preferably SAFe. 3+ years of experience with Microsoft products including MS Office, SharePoint, and Copilot. Understanding of enterprise system components including user interfaces, data layers, infrastructure, and integrations. Knowledge of business rules engines, workflow orchestration, and cloud-based solutions. Experience with Texas Medicaid and CHIP systems and associated health and human services processes. Experience maintaining portfolio/project management tools and managing major information resource project information. Additional Information This is an onsite position in Austin, TX 78751.
