Job Overview Human Resources Management Specialist (HRMS). This position is exempt and 100% in‑office. The location is 12844 State Highway 3W Ada, Oklahoma. Basic Purpose HR specialists manage the State of Oklahoma cloud‑based software Workday, completing various human resources management activities and applying laws, rules, and standards related to personnel and human resources management. Recruiting, personnel selection, and onboarding. Offboarding and employee benefits. Time and leave management. Records keeping, training, and employee transactions. Employee relations and application of applicable laws, rules, and policies. Level Descriptions LevelI Entry‑level; performs personnel actions, evaluates job applications, establishes and maintains effective working relationships, and applies applicable rules, laws, and policies. LevelII Career‑level; handles advanced personnel activities, collaborates with teammates on decisions, and analyzes rules in various situations. LevelIII Specialist‑level; administers personnel programs, makes independent decisions, provides training/mentoring, and interprets rules in complex situations. LevelIV Team lead; oversees projects or units, provides technical supervision, coordinates staff and work assignments, reviews work, ensures completion of assigned tasks, and delivers guidance to lower‑level specialists. Education & Experience Requirements LevelI Bachelor’s degree or four years of advanced‑level technical clerical/HR experience or equivalent. LevelII Bachelor’s degree + 1year professional HR experience, or master’s in HR, industrial/organizational psychology, public administration, sociology, psychology, or related field, or four years advanced‑level experience + 1year professional HR experience. LevelIII Bachelor’s degree + 2years professional HR experience, or master’s in related field + 1year professional HR experience, or four years advanced‑level experience + 2years professional HR experience. LevelIV Bachelor’s degree + 3years professional HR experience, or master’s + 2years professional HR experience, or doctorate, or four years advanced‑level experience + 3years professional HR experience.
