Administrative Specialist I (S)
The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters!
This position is located at Pamlico Correctional Institution, a medium custody correctional facility housing adult male offender. The employee assigned to this position is responsible for processing offender mail, electronic communications, photographs, and packages in compliance with NCDAC policy and institutional procedures to ensure the safety, security, and orderly operation of the facility. Primary duties include reviewing, inspecting, approving, and/or disapproving offender mail and photographs through the Text Behind electronic mail system, as well as monitoring offender electronic messages and photos through the GTL Command system. Employee will ensure all correspondence complies with policy and does not contain contraband, unauthorized content, Security Risk Group (SRG) activity, threats, escape plans, criminal activity, or other materials that could compromise institutional security. This position is also responsible for inspecting and processing incoming offender packages received from US Mail and/or other delivery services to ensure compliance with approved vendor requirements and agency procedures. The employee will identify unauthorized items, complete required documentation, and process contraband or policy violations in accordance with established procedures. Additional responsibilities include opening, inspecting, scanning, logging, and distributing offender mail and packages; maintaining accurate records; data entry in the computerized inmate banking system when applicable. Information obtained through mail and communication monitoring may assist with internal investigations, intelligence gathering, and the prevention of contraband introduction or other security threats. The position requires strong attention to detail, sound judgment, confidentiality, and the ability to interpret and apply policy. The employee will regularly interact with offenders, staff, vendors, and offender family members and must be proficient in computer systems and automated office equipment. Work is performed in a correctional environment and may involve occasional high volumes of mail which require timely decision-making and strict adherence to policy and procedure.
Salary Range: $39,244.00-$68,679.00
Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
- Demonstrated experience handling confidential/ sensitive documents, tracking, maintaining, or organizing large amounts of data

The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.
