Summary This position is eligible for a recruitment incentive. The Electrician Leader is located at the Syracuse VA Medical Center, a tertiary care facility providing a full range of patient care services with state-of-the-art technology as well as education and research programs. The Syracuse VA Medical Center consists of the main facility, VA Community Based Outpatient Clinics in Binghamton and Rome, and six contract clinics in Auburn, Cortland, Ithaca, Massena, Oswego, and Watertown. Responsibilities Primary Duties: Passing on to other Electricians the instructions received from the Supervisor; Working along with other Electricians and setting the pace; seeing to it that needed plans, blueprints, materials and tools are available and that needed stock is obtained from supply locations; Obtaining needed information or decisions from the Supervisor on problems that come up during the work; Retaining a current knowledge and answering questions of other Electricians on procedures, policies, written instructions and other directives, i.e., technical orders, training requirements; Adjusting workloads so there is enough work to keep everyone in the work crew busy; Checking work while in progress and when finished to see whether the Supervisor instructions on work sequences, procedures, methods and deadlines have been met; urging or advising other Electricians to follow instructions received from the Supervisor and to meet deadlines; Assuring that safety and housekeeping rules are followed, i.e., assuring that limits of safe machine operation are not exceeded and that all tools are used and stored properly; Scheduling and meeting with contractors for assigned projects; answering questions of the Supervisor on overall work operations and problems, i.e., concerning additional on-the-job training requirements for individual employees. Responsible for leading the work of seven WG-10 Electricians. Work involves installing, modifying, and repairing electrical power circuits. It encompasses troubleshooting, repairing, and testing electrical power equipment, circuits, and controls. The voltages encountered range from 13,200 Volts A.C. primary down to 12 Volts D.C. control voltage. Utilizing skills and knowledge with distribution panels, switchgear, control circuitry and fire alarm detection and warning systems. Installs light fixtures, fluorescent fixtures, switches, outlets, exhaust fans, nurse call systems, motor relays, motor controls, dimmer switches, fire alarm system and electrical controls for equipment. Installs necessary conduit and boxes for complete telephone installations. Installs complete distribution panels and circuit breakers. Checks generators and transfer switches for proper operation. When necessary, creates 2237's for service or new parts. Incumbent works in the Electrical Shop Section. Incumbent works closely with other trades people from other shops on all "in-house" projects. Required to do demolition work, channel and patch walls, remove dead or abandoned lines both electrical and plumbing, and assist all trades to completion of project. Makes routine trips to Rome CBOC to make repairs, do inspections, and schedule maintenance and cleaning as directed. Duties include work that is performed to repair, maintain, and operate utility systems. Repairs and operates one or more utility systems such as electrical distribution, fire alarm, heating cooling, emergency power and telephone. Makes complex and major repairs to large utility systems for areas with special requirements. Troubleshoots the more unusual malfunctions in advanced equipment and systems by using numerous testing techniques and items of test equipment. Makes visual, audible and mechanical checks for the proper temperatures of conditioned spaces, the proper operation of different parts of the cycle; proper oil levels, unusual noises, overheated bearings, loose connections; faulty insulation, frayed or loose belts, gaskets and pulleys and other similar defects. Is available for emergency calls due to fire, flood, inclement weather and utility breakdowns. Work Schedule: Monday through Friday from 6:30am to 3:00pm Position Description Title/PD#: Electrician/PD01128O Physical Requirements: Workers make repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. This requires electrical workers him to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Electrical workers frequently lift and carry tools, equipment, and parts that weigh up to 9 kilograms (20 pounds) and, less often, up to 18 kilograms (40 pounds). Occasionally, they lift or move with assistance moderately heavy objects weighing more than 18 kilograms. Working Conditions Work is performed both inside and outside. Electrical workers are sometimes required to make repairs and installations in bad weather; in work areas that are noisy, dirty, dusty, and greasy; on scaffolding or cranes at heights of 9 meters (30 feet) or more; and in close quarters such as manholes, attics, or aboard ships. They are occasionally exposed to the possibility of injury from falling, electrical shock, burns, and rotary devices such as electrical motors. They are frequently exposed to the possibility of cuts and bruises. Recruitment Incentive: Authorized. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
