Location Downtown - St. Louis, MO Under the general direction of the Supply Commissioner and Deputy Supply Commissioner, the Government Services Analyst defines, measures, and analyzes procurement services and organizational outcomes within the Supply Division and across City departments that interact with procurement processes. The incumbent provides analytical support to advance process improvement, procurement modernization, cooperative purchasing, and regional engagement initiatives, with a particular focus on the Oracle financial and procurement environment. Work involves field research, data collection and analysis, stakeholder interviews, and collaboration with internal partners. As an individual contributor, the Analyst is responsible for the output, quality, and timeliness of their own work, may serve as a resource to others on procurement processes and systems, and may train new employees in the same or similar job title. Essential Functions and Responsibilities Research, Analysis, and Process Improvement Identifies and tracks the Supply Division's most significant cost drivers and procurement performance indicators. Researches peer and competitor public-sector procurement operations through surveys, interviews, and secondary research; establishes trend data and sets benchmarks. Analyzes procurement workflows and business problems from various angles, develops preliminary hypotheses regarding causes of inefficiency, and tests those hypotheses through further study of operations and data. Solicits perceived causes of inefficiency from Supply Division managers, departmental procurement users, and field personnel, and analyzes data to identify additional causes. Designs solutions to overcome operational obstacles, recommends a solution and presents it to leadership, and implements the solution when appropriate. Identifies and surmounts obstacles to solutions, including ordinances, policy constraints, and information gaps. Procurement Systems and User Support (Oracle) Serves as a Supply Division resource for procurement functions within Oracle, advising departmental users on how to use processes within the system. Identifies training and operational needs related to procurement modules and provides process-level training to new Supply Division employees and, as a resource, to departmental users. Documents system issues, tests configurations, and tracks enhancement requests in coordination with IT and Finance partners. Prepares and maintains user‑facing reference materials (desk procedures, quick‑reference guides, and job aids) to support consistent procurement practice across City departments. Cooperative Purchasing and Strategic Sourcing Research Conducts research on cooperative purchasing programs, strategic sourcing opportunities, and group buying arrangements, and prepares written recommendations for leadership review. Tracks Division memberships in cooperative agencies, monitors available cooperative contracts, and coordinates participation logistics. Maintains working‑level relationships with cooperative agencies, regional procurement organizations, and statewide and local partners for the purpose of information gathering. Cross‑Agency and Regional Engagement Works with City departments to help define procurement‑related mission, goals, and objectives, and advises departments on issues related to procurement business strategy. Participates in regional meetings, professional networks, and cooperative procurement groups on behalf of the Division, and shares findings with Supply Division leadership. Coordinates information‑sharing between the Supply Division and other City departments on procurement matters to support alignment and consistent practice. Reporting, Accountability, and Program Support Prepares reports, presentations, and briefings on procurement performance, system metrics, cooperative purchasing activity, and process improvement outcomes. Organizes regular accountability meetings with Division leadership and departmental partners to track progress on procurement improvement initiatives. Conducts spot checks of procurement data and field activity to ensure quality of work and integrity of data used for analysis and reporting. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to perform mid‑level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to establish criteria to define consequences and develop alternatives. Human Interaction: Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as personal computer, telephone, calculator and/or related materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as project status reports, computer software operating manuals, technical operating manuals, graphic design manuals, service request forms, program documentation and non‑routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages; perform moderately complex algebraic, geometric and trigonometric operations; ability to interpret descriptive statistics. Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as peripheral computer equipment. Tasks may involve extended periods of time at a keyboard and/or workstation. Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes and sounds associated with job‑related objects, materials and tasks, such as testing computer programs. Qualifications A Bachelor’s degree in Business or Public Administration, Finance, Statistics, Mathematics, Computer Science, Information Systems, Supply Chain Management, or a directly related field; plus two years of professional experience conducting statistical research, data analysis and/or other advanced modeling techniques in order to streamline operations for increasing efficiency/productivity. OR an equivalent combination of education, training, and experience. Preferences Professional experience in public sector procurement, contracting, or program analysis. Familiarity with cooperative purchasing programs, strategic sourcing, or regional procurement networks. Experience identifying training needs and delivering process‑level training. Working knowledge of City procurement laws, ordinances, and administrative processes. Demonstrated experience with enterprise financial or procurement systems (Oracle experience strongly preferred). Certification such as CPPB, CPPO, CPSM, or PMP. Scoring Components and Their Weights Experience and Training: 100% May be Subject to: Background Investigation: Pass/Fail; Medical Examination: Pass/Fail Veteran's Preference Points To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request. The Director of Personnel may, in their discretion, accept alternate documentation. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
