ABOUT THE POSITION The Building Maintenance Supervisor works in the General Services Division of the Public Works Department. The General Services Division is responsible for the maintenance and repair of all City-owned buildings, SATCOM and the Presidio of Monterey. The division is also responsible for building upgrades and energy saving projects as well as custodial services for all City-owned property. SUMMARY Under direction, to supervise the maintenance, repair, construction and remodeling of buildings and facilities, including rental units and contractual work. Provides extensive, direct crew-level oversight, including planning, coordinating and tracking costs, personnel and work output. Assist in the preparation of budget; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is the first working supervisory-level class in the building maintenance series. Incumbents are responsible for directly planning, organizing, supervising, reviewing and evaluating the work of building maintenance staff. The incumbents are expected to independently perform the full range of building maintenance duties. This class is distinguished from the Facilities Maintenance Coordinator in that the latter is the senior-level supervisory class in the General Services Division and is responsible for organizing, assigning, supervising and reviewing the work of the warehouse and custodial staff. Furthermore, the Facility Maintenance Coordinator position provides direction to the Building Maintenance Supervisor classification and provides indirect supervision to building maintenance staff. ESSENTIAL FUNCTIONS Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for facility maintenance. Oversee contractual work of facilities, including carpeting, carpentry, plumbing, electrical, roofing repairs, painting, tile setting, lock installation and repair, and furniture refinishing, masonry and HVAC. Observe and report the need for major maintenance and repair. Inspects work in progress to ensure conformance with standards, policies, and instructions. Prepare maintenance schedules in line with the organization’s maintenance goals and monitor PM compliance. Oversee major building repair work done by contractors, writes scope of work, prepares cost estimates, obtain bids and prepares paperwork. Understands and carries out City’s procurement policies and guidelines. Participate in the preparation and administration of the General Services maintenance budget; submit budget recommendations; monitor expenditures; prepare cost estimates; submit justifications for equipment; and monitor budget expenditures. Communicates division wide information to crew members; ensures contractual and work targets are met. Issue requisitions for purchase of supplies and equipment. Maintain records and prepares required reports; tracks progress on work orders and completes follow up on outstanding work orders. Schedule, train, assign, direct, and inspect the work of building maintenance crew; evaluate performance of building maintenance crew. Assists in maintaining, computerized work management system; understands inputs and information necessary to track labor costs, contractor and material costs. Maintains accurate records on work orders and check out sheets, invoices, and receipts. Reads, understands and interprets reports and the Intergovernmental Support Agreement performance work statement. May oversee specific programmatic areas, such as the warehouse program, or Military specific requirements. May represent the General Services division in meetings with stakeholders, members of the public and/or Military community. Provides training and guidance to lower-level positions. Monitors and ensures compliance with project goals and objectives; make recommendations for enhanced operational and cost efficiencies. Coordinates work across multiple departments/divisions; coordinates with internal and external stakeholders. Procure bids for small and/or special projects. Oversee the storage and disposal of excess City equipment; meets, confers, and coordinate with Departmental representatives on all maintenance activities. Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff. Maintain confidentiality of work-related issues and City information. Identifies high risk activities, develops risk mitigation plans, and provides verbal and written safety briefs prior to the work commencing. Serve in an on-call capacity to respond to an unforeseen circumstance or emergency. Perform other job-related duties within the scope of this job classification as assigned. MINIMUM QUALIFICATIONS Education/Training: Two years of college level coursework in business, management, engineering, or a related field. Experience: Five (5) years of experience in building maintenance, repair, and managing building/construction work crews. An equivalent combination of education and experience may be considered. LICENSE AND CERTIFICATION Must possess a valid California Driver’s license upon appointment and be insurable with the City’s standard insurance rate, unless otherwise approved by appointing authority. Class B General Contractor’s License is desirable. SUPPLEMENTAL INFO KNOWLEDGE AND SKILLS Operations, services, and activities of a building maintenance, repair, and construction program. Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work. Principles of supervision, training, and performance evaluation. Basic principles and practices of municipal budget preparation and administration. Equipment, tools and materials used in facility maintenance activities. Construction and project management principles. Principles and practices of safety management. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Pertinent local, state and federal laws, ordinances, codes, and rules. SKILL IN Read and understand construction drawings, plans, specifications, and Intergovernmental Support Agreement performance work statements. Organize, implement and direct facility maintenance operations and activities. Supervise, train and evaluate assigned staff. Interpret and explain pertinent department policies and procedures. Develop and/or prepare cost estimates for supplies, equipment, maintenance services and projects. Perform the most complex maintenance duties and operate related equipment. Demonstrate tact and diplomacy with the public. Develop and recommend systems and procedures related to assigned operations. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Tracking costs and ensuring invoices, labor, and contractor expenses are appropriately tracked. Maintain thorough records. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Standing & Walking – Standing for extended periods of time and/or walking distances (1 or more miles). Sitting - Ability to work in a seated position at a computer station for extended periods of time. Lifting - Ability to safely lift up to 50 pounds; use proper lifting techniques including bending at the knees. Climbing - Ability to ascend 10 ft. or more up ladder(s). Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as using hand and power tools; repair and calibration of instruments. Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen. Hearing and Speech - Ability to communicate in person and over the telephone. Mobility - Ability to operate a motor vehicle, and reach, push, pull, stoop, bend, and squat. Reflexes - Ability to quickly and automatically respond to emergency and safety situations. Wear and operate in protective equipment as assigned, when working in hazardous or potentially hazardous conditions, including but not limited to head protection, eye protection, respiratory protection, hand protection, foot protection, knee protection, and full body protection. ENVIRONMENTAL ELEMENTS Work is performed in any city building and outdoors with exposure to inclement weather; exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. Work is in and around moving vehicles and machinery. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. This position requires the ability to work a flexible schedule including weekends, evenings, and holidays and be available for work on an emergency basis. DISASTER SERVICE WORKERS All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
