Unemployment Compensation Assistant Director of Accounts The State of Connecticut Department of Labor (DOL) is recruiting an Unemployment Compensation Assistant Director of Accounts located in Wethersfield, CT. This full‑time, 40‑hour per week position (first shift, Monday‑Friday) supports the UI Tax Division by managing program accounting and audits and ensuring compliance with federal and state mandates. Responsibilities Direct staff and operations of unemployment compensation programs. Coordinate, plan, and manage division activities. Formulate program goals and objectives. Develop or assist in development of related policy. Interpret and administer pertinent laws. Evaluate staff. Prepare or assist in preparation of program budget. Maintain contacts within and outside the program that might impact activities. Direct central office and field procedures for determining taxable status of employers, registering employers, collecting employer tax contributions, auditing accounts, preventing overpayments, receiving and recording deposits of employer taxes, payment of special federal unemployment benefits, establishing employer benefit ratios, and adjusting contribution rates. Prepare reports and correspondence. Supervise cross‑matching and auditing of potential fraudulent claims. Analyze financial statements, audit, and statistical reports. Meet with employers and representatives and make determinations about tax matters. Work with the Office of the Attorney General on collection of delinquent taxes. Lead recruitment and hiring of staff, including outreach, interview and selection. Install or modify systems in cooperation with data processing experts. Perform related duties as required. Knowledge, Skills and Abilities Considerable knowledge of management principles and practices. Relevant state and federal Unemployment Compensation laws, statutes, and regulations. Accounting and auditing principles and practices. Application of electronic data processing to accounting operations. Considerable interpersonal skills. Oral and written communication skills. Ability to devise and install accounting procedures and systems. Minimum Qualifications Ten (10) years of experience in accounting or auditing. Two (2) years of the general experience must have been in a supervisory capacity in accounting or auditing involving interpretation and application of tax laws and fiscal principles. College training may be substituted for the general experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. A Master’s degree in accounting or a closely related field may be substituted for one (1) additional year of the general experience. Preferred Qualifications Experience with Unemployment Insurance Tax Appeals. Experience with Unemployment Insurance Trust Fund solvency. Experience in Unemployment Insurance accounting and auditing. Experience leading recruitments, including outreach, interview, and selection. Experience directing and leading staff within the Unemployment Insurance Tax Division. Experience interpreting and administering all pertinent Unemployment Insurance laws.
