Workforce Technical Advisor * Child Welfare

The Technical Expert II (TE II) is a child welfare subject matter expert working collaboratively with TEs and project leadership and is responsible for ensuring the design and delivery of training and technical assistance (T/TA) and deliverables for/with JBS projects and initiatives. The TE II may provide coaching and guidance for and with staff and consultants/collaborators in supporting and implementing effective, high‑quality T/TA and communicate with the JBS client(s) per established project guidelines. The TE II may also be called upon to supervise JBS staff across the organization. Fundamental Requirements This Technical Expert Role is focused on strengthening the people, workforce, organizational, and systems of conditions necessary to improve child welfare outcomes. The TE II must have extensive professional experience in child welfare, including recent experience working with public child welfare agencies and/or child welfare systems for quality improvement initiatives. Candidates for this position should have a deep understanding of child welfare practice, workforce development, systems improvement, continuous quality improvement (CQI), and community and family engagement approaches. Preferred experience includes supporting teams and organizations in identifying root causes, interpreting and applying data, improving organizational and workforce capabilities, integrating community and family perspectives into systems improvement efforts, and implementing sustainable change strategies. The TE II must possess a passionate commitment to workforce and community engagement, human‑centered design, data‑driven decision‑making, and continuous learning, and delivery of T/TA. The individual must demonstrate an understanding of and commitment to NCWCIA's model of Data‑Driven Assistance (DDA), which supports jurisdictions through collaborative, strengths‑based, and continuous improvement approaches that advance safety, permanency, and well‑being outcomes for children and families.
ESSENTIAL JOB FUNCTIONS
Maintain professional expertise in content area, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence‑based and evidence‑informed practices and share them with program area staff, other TEs, senior management, clients, and other JBS staff as appropriate. Maintain communication with assigned project/client contacts, responding to requests; participating in meetings; providing up‑to‑date information about trends, issues, policies, and best practices; offering recommendations regarding effective T/TA approaches, topics for project meetings and/or workshops, and skilled consultants and presenters. Ensure T/TA activities carried out by the TE II meet all contractual obligations and requirements of the client/contract. Manage, guide, and monitor the design and delivery of all TA; ensure all T/TA‑related activities are documented in a timely fashion. Work with other TEs, project leadership, and JBS clients to identify trends in T/TA needs, analyze which approaches are effective, identify emerging issues, and design long‑term strategies for supporting jurisdictions in meeting higher levels of performance and outcomes. Identify issues and successes to ensure the transfer of lessons learned and increased efficiency in the delivery of T/TA. Collaborate with other TEs to support the exchange of information across various projects and workstreams. Contribute to the preparation and finalization of written deliverables, including site visit reports, meeting reports, technical documents, work plans, presentations, and other products requested by clients. Guide and may manage assigned T/TA staff in carrying out support and logistical activities required for delivering all types of T/TA and may supervise staff. Develop scopes of work for consultants and assist with recruiting and selection of consultants. May contribute to proposal preparation and business development activities.MINIMUM JOB QUALIFICATIONS
Education: Master's Degree in Social Work, Public Administration, Human Resources, Organizational Development, Human Services, Public Health, Education, Psychology, Business Administration, or related field. Languages: English fluency (oral and written). Experience: At least 15 years of relevant work experience. Demonstrated applied expertise in child welfare and related child, family, and human services systems. Demonstrated subject matter expertise in child welfare workforce development, improvement, continuous quality improvement, and community and family engagement systems. Demonstrated experience supporting public child welfare agencies in improving practice, organizational development, workforce capacity, and outcomes for children and families. Knowledge of federal child welfare programs, initiatives, and performance improvement efforts, including Child and Family Services Reviews (CFSRs), Program Improvement Plans (PIPs), Continuous Quality Improvement (CQI), Family First Prevention Services Act (FFPSA), and related Children's Bureau priorities. Travel: Ability to travel 10‑20 percent, on average, based on project needs. Security Clearance: Ability to obtain and maintain a Public Trust Clearance (Federal Government background check). Location: Remote with consideration that if a candidate lives within a 50‑mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid.PHYSICAL REQUIREMENTS
Extended computer use: Ability to sit for extended periods and operate a computer keyboard and mouse. Vision: Must be able to see and read computer screens and printed materials. Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision. Communication: Able to effectively communicate verbally and in writing with team members and stakeholders. Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings. Lifting: Ability to lift and carry up to 50 pounds for short distances. Sensory abilities: Must be able to perceive and interact with the environment using hearing and speaking skills. Work environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels.PREFERRED JOB QUALIFICATIONS
Languages: Fluency in a language other than English. People & Systems Insights Focused Experience Ability to develop collaborative partnerships with Children's Bureau‑funded centers, national organizations, state agencies, community‑based organizations, and other partners to advance child welfare system improvement efforts. Ability to analyze jurisdictional and national data and trends, identify root causes, translate data into actionable insights, and support jurisdictions in developing measurable improvement strategies. NCWCIA's model emphasizes data‑driven assistance, CQI, and rapid‑cycle improvement approaches to improve outcomes. Ability to apply and integrate implementation science, human‑centered design, change management, and continuous quality improvement methodologies to support sustainable systems change. Ability to build project staff knowledge and expertise related to workforce systems, organizational effectiveness, systems improvement, community and family engagement, implementation supports, and identified national and jurisdictional trends. Ability to advise project staff and jurisdictions in utilizing best practices, tools, resources, and collaborative partnerships to improve child welfare outcomes. Experience facilitating strategic planning, root cause analysis, stakeholder engagement, implementation planning, organizational change efforts, and performance improvement initiatives. Ability to work collaboratively and in coordination with all project service areas, including Workforce, Prevention, Child and Family Services Reviews (CFSR), Peer Services, Universal Services, and Tailored Services, infusing People & Systems Insights expertise throughout service delivery. Demonstrated ability to supervise staff, lead multidisciplinary teams, manage complex projects, and support the development of consultants and subject matter experts. Additional Experience Designing and implementing CQI systems in public sector or human services. Applying implementation science frameworks in practice. Developing dashboards (Power BI, Tableau, etc.). Supporting organizational change and systems transformation. Facilitating learning collaboratives and improvement teams. Working with child welfare administrative data. Federal technical assistance experience. 3 years' direct program management experience. At least 2 years' supervisory experience. Consulting and contract management experience. Federal government contracting experience.
