Child Welfare Peer Learning & Implementation Facilitator: Permanency The Technical Expert I – Child Welfare Peer Facilitator serves as the lead for planning, coordinating, and managing technical assistance (TA) activities and events for child welfare peer groups. This role is pivotal in planning and delivering TA activities on child welfare topics and ensuring peer service groups and activities align with peer group needs based on specific group charters. This Technical Expert Role is focused on working collaboratively with subject matter experts, consultants, strategists, client representatives, peer group members, and logistics specialists to provide peer group activities and services. The TE I must have professional experience in child welfare, including working in or with a public child welfare agency. This position must have an understanding and demonstrated experience of federal title IV-E permanency programs, services, and requirements, including in-depth knowledge of federal regulations, processes, and partnerships that support and/or impact permanency outcomes for children and families in public child welfare systems. The TE I must be comfortable preparing and facilitating public-facing peer group activities; assisting in content development, research, refinement, and service delivery that focus on innovation, consumer‑centric design, decision‑making, peer and family engagement, and the delivery of effective and efficient technical assistance. The TE I must demonstrate an understanding of and commitment to the project's model of data‑driven technical assistance as a strengths‑based and continuous improvement process, ensuring projects are impactful, and adaptive as needed to achieve successful outcomes. Essential Job Functions Play a central role in planning and delivering virtual, hybrid, and/or in‑person TA activities on child welfare topics. Develop and coordinate online repositories of targeted resources, ensuring they align with peer group needs. Coordinate with the client, peer members, and other content experts for TA content development and research, including the development of peer group charters and annual evaluations. Maintain high standards of accuracy by adhering to and refining standard operating procedures (SOPs) based on feedback. Proactively prevent oversights and anticipate challenges to ensure consistent quality and compliance. Manage ongoing membership, scheduling, and goal achievement for each peer group as specified in peer group charters. Facilitate peer group activities, including agenda setting and the identification of necessary resources and tools, ensuring access to subject matter experts. Coordinate coaching, facilitation, and training activities by leveraging the expertise of content specialists. Act as a liaison to communicate emerging trends and needs of peer groups to the Peer Services Coordinator, Tailored Services Management Team, Universal Information and Insight Resources Manager, and other facilitators, ensuring the consistency, relevance, and integration of peer activities with NCWCIA's tailored and universal service areas. Facilitate online surveys and information requests, manage and accurately document in grantee databases, and distribute information. Develop and create presentations and content to facilitate peer learning with a focus on permanency programs and services for children and families involved in public child welfare systems. Engage with internal teams and external partners to align peer services with project goals. Foster strong relationships with the client to ensure responsive and impactful support. Minimum Job Qualifications Bachelor’s degree in a relevant field (required); Master’s degree preferred. At least 10 years of experience in or with public child welfare, with field, administrative, and/or lived experience; a focus on public child welfare permanency services and programs is preferred. Demonstrated ability to plan, create, and deliver presentations with confidence in training and/or facilitating teams, groups, learning experiences, convenings, community groups, and/or strategic or other organizational plans. Excellent communication and interpersonal skills to engage audiences. Effective, clear, and professional writing and oral communication skills. Ability to use technology for virtual experiences. Security Clearance Ability to obtain and maintain a Public Trust Clearance (Federal Government background check) Travel Ability to travel 10–20 percent, on average, based on the project needs Software Proficiency Expert knowledge in Microsoft Office (e.g., Excel, Outlook, PowerPoint) Comfortable with Zoom platforms Location Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid. Physical Requirements Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse. Vision: Must be able to see and read computer screens and printed materials. Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision. Communication: Able to effectively communicate verbally and in writing with team members and stakeholders. Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings. Lifting: Ability to lift and carry up to 50 pounds for short distances. Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills. Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels.
