City Care is seeking a strategic, community-minded leader to serve as the Director of Homeless Services in Tulsa. This position oversees the overall performance, direction, and external engagement of City Care's homeless services programs in Tulsa. This includes operations of The Harbor, a low-barrier, housing-focused residential shelter and all related programs serving people experiencing homelessness in the region. The Director supervises the Shelter Operations Managers and reports to the Chief Strategy Officer and is a part of the City Care Leadership Team.

Position Summary

The Director of Homeless Services provides strategic oversight and leadership for shelter services, ensuring operational excellence by supervising the Shelter Operations Managers.

This role focuses on:

• Community partnerships and stakeholder engagement
• Contract compliance and funding alignment
• Program evaluation and outcome management
• Maintaining fidelity to City Care's low-barrier shelter model
• Organizational leadership
• Adherence to Tulsa CoC service standards

While the Director maintains accountability for shelter operations, the day-to-day management of shifts, staffing coverage, and on-site execution is delegated to the Shelter Operations Manager.

Responsibilities include, but are not limited to:

• Implement the agency's strategic direction for all aspects of shelter operations.
• Hire, train, and manage a gritty team of advocates committed to ending homelessness in Tulsa.
• Oversee Homeless service operations in Tulsa, Oklahoma.
• Partners with the Chief Executive Officer and Chief Strategy Officer of City Care to represent the agency in maintaining relationships with city officials, Tulsa's continuum of care, and directors of partner agencies.
• Represent the agency and the shelter in diverse communities of stakeholders, donors, and guests.
• Serve as a member of the City Care leadership team and a liaison between the shelter and other program staff.
• Facilitate access to services through the development of staff capacity to understand and demonstrate principles of welcoming, client-centered, culturally competent care that is responsive to the needs of people experiencing homelessness.
• Manage budgets, contract requirements, and program outcomes.
• Ensure data compliance and tracking
• Ensure adherence to internal agency policies and procedures.
• Implement operational policies, procedures, and guidelines to maintain high service standards.

Preferred:

• Professional experience navigating mental and physical health systems, benefits, and resources
• Previous shelter experience
• HMIS experience
• Bachelor's degree or equivalent, with lived/work experience.

Full Time:

Salary Range: $90,000 annual

• Previous experience in homeless services, case management, recovery, social services, or justice work.
• Ability to complete data entry on time and without errors.
• Pre-employment background check, driving record, and UA.
• Must have a current Oklahoma driver's license, reliable transportation, and updated car insurance.
• Deep understanding of the complexity of homelessness, poverty, mental illness, substance use, and recovery
• 5 years removed from any lived experience related to recovery, homelessness, or permanent supportive housing residency.
