Physician Plastic Surgery (Hands) Site of Service: Walter Reed National Military Medical Center, Bethesda, MD Position Qualification/Requirements Degree / Education Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.) from an accredited medical school in the United States or Canada. The degree must have been accredited by the Council on Medical Education of the American Medical Association, Association of American Medical Colleges, Liaison Committee on Medical Education, or the Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained. A foreign medical degree must demonstrate equivalency to accredited U.S. schools via permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate, or successful completion of the U.S. Medical Licensing Examination. Internship / Residency Successful completion of an internship and residency program approved by the Accreditation Council for Graduate Medical Education (ACGME) or the Committee on Postdoctoral Training of the American Osteopathic Association. At least one year of supervised clinical experience in a hospital or accredited training institution (e.g., first year of residency). Internship, residency, and fellowship programs must be approved by recognized accrediting bodies within the United States or Canada. Board Certification Must be Board Eligible or Board Certified in Plastic Surgery by the American Board of Plastic Surgery. Additional Certifications Current Basic Life Support (BLS) Current Advanced Cardiac Life Support (ACLS) Experience Six (6) years of experience within the preceding eight years in plastic surgery, inclusive of internship, residency, and fellowship training. Experience with process improvement, medical education planning, or clinical simulation environments is a plus. Ability to oversee rotating surgery residents, interns, medical students, and physician assistants in the conduct of plastic surgical procedures and operations. Licensure Current Drug Enforcement Agency (DEA) registration for controlled substances. Valid unrestricted current license to practice as a Plastic Surgeon in any U.S. state or the District of Columbia. U.S. Citizenship Shall be a U.S. citizen. English Language Requirement Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other healthcare providers. Physical Capability Shall be physically capable of standing and/or sitting for extended periods of time and of performing all services required under the contract. Additional Qualifications Knowledgeable of equipment and supply terminology and skill sufficient to identify, use, and communicate proper use with nurses, medical staff, patients, and family members. Skilled in teaching patients proper self‑care and motivating them and family members to continue postoperative procedures to promote rapid healing. Knowledgeable and skilled to provide care appropriate to age‑related needs of patients (neonates, infants, children, and adults). Competent and capable of performing surgery to treat conditions associated with these needs. Demonstrated skills in interviewing, examination, assessment, and management of patients with general medical and surgical problems. Seriously ill patients shall be managed in consultation or by direct referral to specialty physicians. Duties Perform a full range of physician services within the scope of privileges granted by the MTF. Direct, perform, or assist in the instruction of other healthcare professionals within the scope of clinical privileges. Examine, diagnose, treat, or prescribe treatment courses within scope of training and privileges. Provide preventive and health‑maintenance care, including annual physicals and health behavior counseling. Order diagnostic tests and request consultation or referrals with appropriate physicians, clinics, or other health resources. Technically proficient in directing and teaching other medical staff, providing educational lectures, and participating in in‑service training to clinic staff. Act as MTF subject‑matter expert in plastic surgery. Perform pre‑operative assessment and invasive procedures for correction of plastic surgery deformities due to trauma, congenital or acquired anomalies. Maintain professional competency through participation in professional organizations, self‑directed journal reading, and attendance of continuing education programs. Complete all forms and reports accurately and promptly. Instruct and teach the National Clinical Reviewer (NCR) members and facilitate complex cases involving invasive monitoring and vasoactive infusions. Provide patient education on therapy, medications, and procedures when necessary. Perform other related duties and tasks as assigned, including on‑call duties. Participate in clinic quality assurance, utilization review, risk management, and peer‑review activities. Attend medical staff meetings as required. Prepare and review case histories and obtain data through patient interviews. Determine required radiology examinations and laboratory tests. Provide medical care to all beneficiaries authorized under AR 40‑3. Interpret test results and evaluate findings. Prescribe medications, diet, treatment modalities, and oversee nursing personnel in providing appropriate care. Work under general professional direction of the Chief, Plastic & Reconstructive Service. Make recommendations regarding policy or program changes affecting plastic and reconstructive services. Make necessary rounds with inpatients as needed. Provide consultation services to MTF staff for specialty training purposes. Serve in a teaching capacity to staff members assigned to the MTF and ambulatory clinics. Maintain accurate clinical records and receive consultations and laboratory work of patients. Provide advice and opinions upon request by the Chief, Plastic & Reconstructive Service or the referring physician to support patient care. Provide immediate evaluation and management of emergent problems during required work hours. Complete medical charting within 72 hours of patient visit per JC guidelines. Assume additional administrative or clinical duties as requested to ensure normal clinic operations and compliance with JC standards. Manage daily schedules, review consult dispositions, monitor appointment utilization, conduct mandatory training, and monitor supplies and equipment. Ensure compliance with standard of care and practice in accordance with all established policies and guidelines used in the medical treatment of the MTF. Complete orientation and competency verification programs per unit guidelines. Participate in committees, functions, and meetings; provide timely information to aid decision‑making and process improvement. Maintain a safe environment for staff and patients while following direction from the Chief. Participate in orientation, training, and evaluation of newly assigned personnel. Participate in customer service initiatives and medical readiness activities designed to enhance health services. Maintain statistical records of clinical workload, participate in education programs, and participate in clinical staff quality assurance functions. Review and evaluate patient care, identify improvement opportunities, and recommend corrective actions when problems exist. Participate in clinical staff quality assurance functions and clinic performance improvement and risk management programs as prescribed by the commander. Attend command orientation for contract provider staff per initial training requirements (fire safety, infection control, family advocacy, information systems, MHSG, etc.). Renew annual command‑directed training requirements, including cyber awareness, HIPAA, sexual harassment, and infection control. Provide and document basic health education to patients and families; give medication instructions and describe side‑effects. Provide education on use of medical devices and durable medical equipment. Operate and manipulate automated systems such as MHSG and participate in Clinical Staff Performance Improvement and Risk Management functions. Maintain patient medical records, logs, and unit records. Perform clinical duties in outpatient, inpatient, and neonatal ICU settings, managing patients per established guidelines and standards of care. Provide guidance on preventive health measures, health maintenance, and healthy lifestyle promotion. Review, sort, prioritize, and appoint consults per established protocols to ensure patient access. Hours Facility operates Monday‑Friday 7 a.m. to 4 p.m. (schedule is two days a week). Closed on weekends and federal holidays. Duty hours include a one‑hour unpaid lunch period, excluding federal holidays and times the clinic may be closed by the Clinic Director. Special Requirements / Skills Comfortable in a fast‑paced, dynamic environment. Able to reprioritize on short notice and manage multiple simultaneous projects. Teamwork skills required.
