Deputy Program Manager for Technical Services (DPM-TS) [Remote]

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Deputy Program Manager for Technical Services (DPM-TS) based in the United States.

The DPM-TS is a senior technical leadership role supporting a large, complex federal construction and infrastructure program.
You will serve as a key technical advisor to program leadership and senior government stakeholders.
The role spans requirements management, design oversight, program controls, risk, technical integration, and commissioning.
You will help translate mission objectives into actionable technical, cost, schedule, and execution strategies.
The environment includes secure and mission-critical facilities with demanding performance and accreditation requirements.
You will lead multidisciplinary teams while coordinating designers, contractors, specialty consultants, and government stakeholders.
This is an opportunity to shape major infrastructure from planning and design through construction, commissioning, and turnover.

Accountabilities

• Technical & Program Leadership: Provide day-to-day leadership for Technical Services and Program Controls, advising program leadership and clients on technical, contractual, design, constructability, mission systems, and facility performance matters.
• Requirements Management: Establish and maintain rigorous processes to capture, trace, validate, and manage functional, technical, security, and performance requirements throughout planning, design, construction, commissioning, and turnover.
• Design Oversight: Lead technical reviews of design submissions and verify alignment with mission requirements, DoD criteria, applicable codes and standards, anti-terrorism and force-protection requirements, and secure-facility standards.
• Value Engineering & Risk: Direct value-engineering studies focused on lifecycle cost, performance, maintainability, resilience, and mission capability while identifying and mitigating technical, cost, schedule, scope, and contractual risks.
• Program Controls: Oversee integrated master scheduling, cost estimating, budget forecasting, GMP analysis, change-order and claims evaluations, financial tracking, trend analysis, and program-level performance reporting.
• Specialty Technical Support: Lead technical support for secure facilities, accreditation, IT and communications infrastructure, mission systems, networking, specialized infrastructure, and other mission-critical systems.
• Security & Accreditation: Support compliance with ICD 705 and other applicable secure-facility requirements, coordinating with government security and accreditation authorities and ensuring technical requirements support mission readiness.
• Technical Inspection & Quality: Manage field engineering and technical inspection activities, including construction conformance, nonconformance resolution, shielding and CPS verification, IT infrastructure inspections, and documentation required for accreditation.
• Commissioning: Oversee commissioning activities across building systems, mission-critical systems, IT infrastructure, and specialty systems, ensuring required performance, redundancy, reliability, and resilience objectives are achieved.
• Team & Resource Management: Lead multidisciplinary technical and program-controls teams, including planning, recruitment, mobilization, staffing, execution, and coordination with internal resources and external partners.
• Stakeholder Coordination: Support program governance forums, technical review boards, risk boards, and coordination meetings with government representatives and other stakeholders.
• Reporting & Performance: Monitor technical and controls activities and provide accurate, actionable reporting on milestones, risks, cost, schedule, security, technical performance, accreditation, safety, and overall program objectives.

Requirements

• Education: Bachelor’s degree in Engineering, Architecture, Construction Management, or a closely related technical discipline; a Master’s degree is preferred.
• Experience: 15+ years of broad and diversified experience in design, requirements development, technical services, construction management, or related disciplines on large, complex capital projects or programs, preferably involving secure or mission-critical facilities.
• Clearance: Active  Secret security clearance with the ability to maintain the required clearance throughout employment; TS/SCI clearance is preferred.
• Construction Expertise: Strong knowledge of construction management practices, including design oversight, technical reviews, field engineering, commissioning, quality, and construction execution.
• Program Controls: Demonstrated experience with integrated master scheduling, cost management, forecasting, risk management, financial performance, change management, and program reporting.
• Technical Leadership: Proven ability to lead multidisciplinary technical and controls teams, including subordinate managers and specialized technical groups, within complex or matrixed organizations.
• Secure Facilities: Experience with secure, mission-critical, intelligence, federal, or similarly regulated facilities is highly valued, including familiarity with ICD 705 or comparable requirements.
• Delivery Methods: Experience with Progressive Design-Build, CM at Risk, or other early-contractor-involvement and alternative delivery models is preferred.
• Federal Experience: Prior Department of Defense or comparable federal experience is preferred.
• Professional Credentials: PE or Registered Architect registration is preferred, as are PMP and/or Certified Construction Manager (CCM) certifications.
• Safety & Quality: OSHA-10/OSHA-30 construction safety certification and USACE/NAVFAC Construction Quality Management certification are preferred.
• Communication: Exceptional written and verbal communication skills, with the ability to produce clear reports, briefings, recommendations, and technical documentation for senior government and program stakeholders.
• Leadership: Confident senior-management presence with the ability to influence decisions, organize complex outcomes, resolve challenges, and effectively support program leadership.
• Risk Management: Strong ability to identify, assess, communicate, and mitigate technical, cost, schedule, contractual, and program risks.
• Collaboration: Demonstrated ability to build effective relationships across geographically distributed teams, government stakeholders, contractors, designers, consultants, and other partners.
