Duties SummaryThis position is located in the U.S. Department of the Treasury, Office of International Affairs, Office of Technical Assistance (OTA), Economic Crimes Team. As Associate Director (Economic Crimes), you will administer an international technical assistance program that builds human and institutional capacity of foreign counterpart AML/CFT regimes in developing and transitional countries and oversee the work of a team of Senior Advisors, Resident and intermittent Advisors and Program Officers.Responsibilities
As a/an Associate Director (Economic Crimes) you will:
Manage an international technical assistance program and team that assists foreign counterparts to develop effective AML/CFT regimes. Assess counterpart government ministries, agencies, and institutions to determine need for technical assistance and capacity building and evaluate the counterpart's commitment to use Treasury technical assistance well.Monitor and evaluate technical assistance project implementation and identify and implement modifications, where necessary, to achieve project objectives. Oversee program development including project proposals, project budgeting, terms of reference, work plans, logical frameworks, and program goals.Recruit and supervise a team of qualified technical advisors and program officers.Serve as the Treasury Department's authoritative expert on issues related to international technical assistance related to economic crimes. Develop interagency collaboration to maximize functional efficiency and cohesive approach to policy prioritization and implementation.Travel RequiredOccasional travel - You may be expected to travel for this position.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-15:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position is defined as demonstrated, working experience.
Specialized experience MUST include:
- Developing and implementing anti-money laundering and counter financing of terrorism (AML/CFT) regimes in accordance with international standards and best practices.AND AT LEAST ONE OF THE FOLLOWING:
-Identifying, developing and managing international technical assistance or international development projects. OR
-Managing, leading and mentoring teams to execute assistance projects. OR
- Managing, leading and mentoring engagement with foreign counterparts on AML/CFT issues.
Examples of such experience could include:
Financial sector AML/CFT regulation and examination (may include AML/CFT regulation and examination at banks, money service business, securities, insurance, etc.);
Investigation and prosecution of financial crimes;
Operation of financial intelligence units (FIUs);
Management of seized and forfeited assets;
Development of multi-stakeholder task forces or working groups focused on financial crimes;
Development and implementation of AML/CFT policy;
Presenting project and budget requests to senior executives
Managing international technical assistance or development projects aimed at assist counterpart in the development and implementation AML/CFT regimes.
