Type: Long-Term Contract Location: Austin, TX Work Setting: Onsite We are seeking an experienced Senior Business Analyst to support a mission-critical public health technology initiative responsible for vital records and business operations across the State of Texas. This position will support ongoing enhancements, business process analysis, and operational continuity for an enterprise application supporting the collection, registration, amendment, and management of vital records. The ideal candidate is an experienced Business Analyst with strong analytical, communication, and project coordination skills who enjoys working with business stakeholders to improve processes and technology solutions.

Key Responsibilities:

• Analyze existing business processes and identify opportunities for improvement.
• Gather, document, and validate business and system requirements.
• Develop process maps, workflow documentation, and solution recommendations.
• Perform business process analysis and business process reengineering.
• Evaluate solution options, risks, and cost/benefit considerations.
• Support project planning, work planning, and project tracking activities.
• Collaborate with business stakeholders, technical teams, and leadership to ensure successful project delivery.
• Produce reports, documentation, and presentations supporting business operations and decision making.
• Assist with multiple concurrent business initiatives while supporting day-to-day operational needs.

Required Qualifications:

• 8+ years interpreting laws, policies, procedures, and regulations related to business operations.
• 8+ years of experience with Microsoft Office Suite, including Word, Excel, PowerPoint, Project, and Visio.
• 8+ years of project planning and organizational experience.
• 8+ years utilizing business analysis methodologies.
• 8+ years analyzing complex business and information technology applications, policies, and issues.
• 8+ years developing creative and practical solutions to complex business problems.
• 8+ years of strong written and verbal communication experience.
• 8+ years prioritizing work, managing competing priorities, and exercising independent judgment.
• 8+ years building relationships, facilitating collaboration, negotiating with stakeholders, and resolving conflicts.
• 8+ years preparing reports, recommendations, and executive-level documentation.
• 8+ years gathering, organizing, and analyzing information to develop business recommendations.
• 8+ years maintaining records, producing reports, and summarizing operational data.
• Experience managing small- to medium-sized projects.
• Experience creating project work plans, developing work estimates, and monitoring project progress.

Preferred Qualifications:

• Experience supporting public-sector organizations.
• Experience supporting public health or healthcare systems.
