HR & Payroll Specialist

Reports To: Director of Human Resources and Director of Finance Work Location: In Person Schedule: Full Time Position Summary The Human Resources and Payroll Specialist supports multiple substance use disorder and mental health facilities located across the United States. This position assists with day-to-day Human Resources functions and is also responsible for processing semi-monthly payroll for employees across multiple states. The ideal candidate must have experience in both Human Resources and payroll and must have hands‑on experience using Paylocity for HR and payroll functions. Process semi-monthly/bi-weekly payroll for employees across multiple states. Review timecards, wages, overtime, bonuses, reimbursements, deductions, and garnishments. Process child support orders, wage garnishments, tax levies, and other court-ordered deductions. Process payments for independent contractors and maintain accurate payment records. Review payroll data before processing and correct discrepancies. Process payroll adjustments, retroactive pay, final pay, and off-cycle payments as needed. Payroll Administration and Compliance Maintain payroll records for new hires, terminations, pay changes, direct deposits, taxes, and deductions. Ensure compliance with federal, state, and local payroll and wage laws. Assist with W-2s, 1099s, payroll tax reporting, and payroll audits. Prepare payroll reports for Human Resources, Finance, and leadership. Stay current on payroll laws affecting multi-state employers. Maintain accurate and confidential payroll records. Human Resources Responsibilities Support recruiting, onboarding, and new hire orientation. Prepare offer letters and employment documents. Coordinate background checks, drug screens, physicals, fingerprinting, and license verification. Maintain employee records in Paylocity. Process new hires, terminations, transfers, promotions, pay changes, and department changes. Respond to employee questions regarding policies, benefits, payroll, and workplace procedures. Assist with employee relations matters, investigations, corrective actions, and terminations. Track employee licenses, certifications, evaluations, and required training. Assist with benefits enrollment, leave requests, and return-to-work documentation. Support compliance with federal, state, and local employment laws. Maintain confidentiality of employee and company information. Employee Support Serve as the main contact for payroll-related questions. Research and resolve payroll issues in a timely manner. Assist employees with tax forms, direct deposit, deductions, garnishments, and pay statements. Provide professional and responsive customer service. Required Qualifications Minimum of two years of Human Resources experience required. Minimum of two years of payroll processing experience required. Paylocity experience for Human Resources functions required. Paylocity payroll processing experience required. Multi-state payroll experience strongly preferred. Experience processing payroll for 500 or more employees preferred. Experience with child support orders, wage garnishments, tax levies, and other deductions required. Knowledge of federal and state payroll, wage, and employment laws. Experience in behavioral health, mental health, substance use disorder treatment, healthcare, or another regulated setting preferred. Strong organization, communication, and problem-solving skills. Excellent attention to detail. Ability to meet strict payroll deadlines. Ability to maintain confidentiality. Education High school diploma or equivalent required. Associate’s or bachelor’s degree in Human Resources, Business Administration, Accounting, Finance, or a related field preferred. This is a full-time, in-person position supporting multiple substance use disorder and mental health facilities across the United States. Occasional travel to company facilities may be required.
