Position Overview Policy, Performance and Research Analyst – Juvenile Department Address: Clackamas County, Oregon. • Job Closing Date: 11:59 p.m. Pacific Time, Wednesday, June 10, 2026. Responsibilities Plan, identify, and conduct comprehensive research studies in juvenile justice and operational improvement projects. Evaluate, organize, and report findings; forecast trends; and recommend options or solutions with associated impacts. Develop, recommend, and audit department performance measures and evaluate performance against goals and budget. Lead and facilitate planning meetings with cross‑functional teams to identify organizational improvements. Assist with creation, development, management, and maintenance of complex relational databases; build and deploy dashboards and other data visualizations. Coordinate work performed by consultants and internal staff; manage project steps, budget, and schedule; recommend changes to project plans. Analyze legislation and administrative rules affecting departmental operations; evaluate impacts on data systems and procedures. May lead work of assigned professional and administrative staff; provide daily direction, assign work, and ensure completion within established guidelines. Qualifications Minimum of five (5) years of relevant experience, including: Planning and conducting comprehensive research studies. Policy and data analysis. Program evaluation and recommendation of improvements. Preparing reports based on data analysis, research findings, and forecasting trends. Working with grant applications, writing, and reporting. Descriptive and predictive analyses using analytic software. Management data reporting strategies and platforms. Guiding multiple projects concurrently. Organized, detail oriented, and strong interpersonal, verbal and written communication skills. Strong analytical, problem‑solving, and active listening skills. Preferred Qualifications Master’s degree in Public Administration, Human Services, Social Work, Psychology, Criminal Justice or a closely related field. Working knowledge of Juvenile Justice Information System (JJIS) and Business Intelligence Systems (BIS). Experience with the Juvenile Justice System in the State of Oregon and evidence‑based interventions. Experience with research design, evaluating organizational structures, compiling data and reporting outcomes. Experience designing continuous quality assurance standards and performance metrics. Proficiency in data visualization and dashboard development (e.g., Power BI). Intermediate proficiency in Microsoft Excel, including database queries and data analysis. Terms & Conditions Compensation: Annual Pay Range: $85,070.20 – $107,706.79. Work Schedule: 37.5 hours per week (Monday‑Thursday, Fridays off); hybrid on‑site/telework is available.
