Job Description The Office of Fiscal and Monitoring Services Fiscal Services Division manages budget activities, including the biennial budget process, annual implementation, federal grant management, and daily federal cash operations. Responsibilities Plan and manage budgets for assigned program areas, including operating, capital, and grant funding, and maintain allotments and cash flow. Forecast and monitor appropriations, expenditures, encumbrances, and utilization to stay within targets and compliance. Analyze spending patterns and recommend fund transfers to meet obligations without service interruption. Build grant‑specific spending plans using data from multiple sources and align with federal and state rules. Create and present reports (tables, charts, visuals) that convert complex data into clear insights. Investigate variances, identify drivers, and recommend corrective actions. Handle budget exceptions, clear purchase order/Voucher/Paycard/Travel errors, and complete budget transfers promptly. Submit journal entries per appropriation line item (ALI) assignment list. Review and approve OhioBuys pending items and manage payroll errors. Adjust journal vouchers as needed. Partner with program areas to understand operations and impact of policy/volume changes on budgets. Contribute to process improvements and special projects enhancing accuracy, speed, and transparency. Prepare budget meeting materials with program office. Preferred Skills Fiscal analysis across multiple data sources and research abilities. Knowledge of forecasting methods (trend analysis, cash flow analysis) and comparing actual vs. estimated expenditures. Report development with clear narratives and visuals. Self‑management, prioritization, and independent work. Experience with OAKS BI reporting, ERP/BI reporting, advanced Excel and PowerPoint charts. Communication skills to present complex data simply and engage partners. Public sector budget, grant funding, or human services program experience. Exposure to variance investigation, fund transfers, or allotment planning at a portfolio level. Experience building process improvements, templates, or standard methodology. Location and Travel Headquartered at the James A. Rhodes State Officer Tower, Columbus, OH. Occasional travel within Ohio. Qualifications Minimum qualifications required: Option 1: 4 years’ experience in budgeting involving quantitative/statistical analysis. Option 2: Graduate core program in accounting, public finance, public administration or business administration AND 12 months’ experience in fiscal management and quantitative analysis. Option 3: Undergraduate core program in accounting, public finance, public administration or business administration AND 24 months’ experience in fiscal management and quantitative analysis. Option 4: 12 months’ experience as a Budget Analyst (Job #63261). Option 5: Equivalent class qualifications. Pay Information State of Ohio OCSEA/AFSCM E Pay Schedule, Pay Range 33. Step 1 hourly rate: $34.53. Step progression up to Step 9 ($50.66). Selection Priority Notice Current ODJFS employees in the OCSEA/AFSCME union have priority selection.
