Code Compliance Officer

Overview The purpose of this classification is to enforce county codes, ordinances, or other laws relating to environmental protection or other areas of assignment. Incumbents are responsible for performing the full range of code compliance and inspection work under general supervision. Responsibilities Interpret, explain, and enforce the provisions of county codes, ordinances, federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; research code-related issues as needed; initiate actions necessary to correct deviations or violations. Provide field training to new code compliance officers; prepare them to function as solo officers upon completion of training. Offer information and assistance concerning codes, interpretations, compliance, and related issues to property owners, developers, contractors, engineers, and other stakeholders; discuss violations, recommend solutions, and respond to questions or complaints. Patrol county areas and inspect various sites to determine compliance with environmental protection, solid waste disposal, illegal dumping, scrap tire, and other code enforcement issues; respond to crime scenes and reports of potential violations. Enforce solid waste/illegal dumping ordinances; resolve illegal dumping issues and follow up on complaints to ensure compliance. Research and confirm zoning conditions as adopted by the Board of Commissioners. Conduct investigations, site visits, and collect information and evidence; interview witnesses, complainants, offenders, and make photographic or video records. Identify code violations or deficiencies; issue warnings, stop work orders, and/or citations; perform follow‑up visits to confirm compliance. Participate in court activities to pursue legal action against violators; prepare case documentation for prosecution and testify in court proceedings. Maintain records of enforcement activities; prepare quarterly work plans; maintain database records of complaints and other work activities. Complete various forms, reports, correspondence, work plans, illegal dumping records, case files, warning notices, stop work orders, and citations. Receive, review, process, and retain various documentation; update records as appropriate. Operate a computer to enter, retrieve, review, and modify data; verify accuracy and correct errors; use word processing, spreadsheet, and database programs. Communicate with supervisors, employees, other departments, law enforcement agencies, court officials, attorneys, landfill operators, developers, contractors, engineers, property owners, the public, outside agencies, and others to coordinate work, review status, and resolve problems. Maintain comprehensive, current knowledge of applicable laws and regulations; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate. Conduct site visits and investigations to ensure compliance with zoning conditions, Unified Development Code permitted uses, signage regulations, business license regulations, and home occupation permits. Investigate businesses operating without a license or registered out of county; determine if operations are without a license, have closed, and initiate appropriate action. Additional Functions Operate a motor vehicle to conduct work activities. Perform general and clerical tasks such as answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing mail. Assist other employees or departments as needed. Perform other related duties as required. Qualifications High school diploma or GED; supplemented by one year of previous experience and/or training involving code enforcement or law enforcement, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Must obtain and maintain GACE Level 1 certification within 24 months.
