Contract Management Supervisor II
Under minimal direction manages buying, contracting and/or grant activities within a department.
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops, implements, and monitors operational processes, procedures and related systems in support of departmental buying, contracting and/or grant activities.
- Evaluates business process effectiveness and efficiency and makes recommendations for improvement.
- Researches and designs contract management strategies that meet business needs.
- Develops and negotiates grants and contracts to include performance measures, terms and conditions, penalties and incentives and cost savings.
- Reviews, revises and re-negotiates existing and expiring contracts for performance measures, cost reductions, consolidation opportunities and materials management.
- Monitors and audits contract expenditures and/or infrastructure usage activities.
- Manages the implementation of contracts, to include instructing the end user, monitoring results and arbitrating disputes.
- Reviews and approves reports regarding contractor performance, supply chain status, contract expenditures, purchase history, etc. for reporting to management, team members and customers.
- Oversees the development of management and productivity reports, studies and analyses.
- Ensures compliance of grants and contracts with the terms and conditions and all applicable City of Austin, state and federal requirements.
- Represents the department to state agencies, city officials, vendors, contractors, community interest groups, and other stakeholders.

Minimum Qualifications:
- Graduation with a Bachelor's degree from an accredited college or university with major coursework in a related field plus six (6) years of experience managing, reviewing, monitoring and/or negotiating grants, contracts or other similar documents, two (2) of which were in a supervisory or managerial capacity.
- A Master's Degree may substitute for required experience up to two (2) years.
Licenses and Certifications Required:
- None.
Preferred Qualifications/Experience:
- Experience leading department-wide procurement activities related to the purchase of equipment, goods, and services, in compliance with local, state, and federal guidelines.
- Experience leading municipal contract negotiations, including developing, managing, monitoring, presenting, and performing compliance of high-profile public contracts.
- Experience monitoring contracts renewals and amendments and purchase orders.
- Experience with conducting active contract desk reviews and database compliance management.
- Experience with drafting/developing contract documents, grants, correspondence to boards, commissions and City Council.
- Experience with accounting software and electronic purchasing systems.
- Experience presenting to Boards and Commissions.
Preferred Education/Certifications:
- Certified Texas Contract Manager (CTCM) Certification.
Other:
- Ability to travel to more than one work location.

The purpose of this Contract Management Supervisor II position is to directly supervise the Contracts, Purchasing, and Grants work unit. This position will be responsible for monitoring all aspects of and drafting contracts, grants, correspondence, and meeting notes. It will also be responsible for representing the Parks and Recreation Department at public meetings (boards, commissions, city council, neighborhood groups, etc.).

Austin Parks and Recreation Main Office, 200 S. Lamar Blvd., Austin, TX 78704
Work Schedule:
- Monday through Friday; 8:00 a.m. to 5:00 p.m.
- May be required to work during special events, evenings, weekends and holidays.
- Work schedule and location is subject to change based on department need and programs.
- May be required to work during city emergencies such as extreme weather events.
Salary Range:
$80,490.00 to $102,200.00 Annually.

- Physical Requirements: Tasks may involve bending, lifting, walking, carrying or using a force equal to lifting up to ten (10) pounds. Prolonged periods of sitting at a desk and working on a computer. Must be physically and mentally able to communicate, respond and work with participant's needs and safety issues.
Other Information:
- Travel: If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you will drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
