DEFINITION

Under general direction of the Parks and Recreation Director, plans, schedules, assigns, reviews, administrates and supervises the work of crews assigned in the Park Maintenance and Urban Forestry divisions responsible a variety general gardening and maintenance work in the care of parks, grounds, and buildings; provides comprehensive care for trees, shrubs, flowers and lawns; performs various skilled and semiskilled tasks requiring knowledge of tree maintenance practices, turf management, ornamental plant care and application of contemporary landscape technology, technical tasks in the planting, preservation, trimming, and removal of City-owned trees; ensures adherence to safe work procedures and practices; coordinates assigned activities with other City departments and outside agencies; provides responsible and technical staff assistance; and performs related work as required.
This position is responsible for various contractual services, procures equipment, assists in the administration of Park Maintenance and Urban Forestry division budgets, directly participates in maintenance and repair activities, and performs other work as required.

Vacation Leave: Accrue at a total of 120 hours per year of employment for a maximum of 320 hours. Administrative Leave: 40 hours per fiscal year. Holidays: 13 Holidays = New Year's, Martin Luther King, President's, Memorial, 4th of July, Labor, Veteran's, Thanksgiving (2 days), Christmas Eve, Christmas and 2 Floating Holidays Sick Leave: Maximum Accrual Balance = 240 Hours (96 Hours Annually) Medical Insurance: Medical Insurance Coverage provided by the California Public Employees Retirement System (CalPERS). 100% paid for employee and 50% toward dependent coverageLifetime benefit of 50% for retiree and 25% toward dependent coverage is available to fully vested CalPERS members who retire with 5 consecutive years of full-time service with the City upon retirement.
Dental Insurance: Provided by Delta Dental: DeltaCare USA and Delta Dental PPO. 100% paid for employee only. Lifetime benefit for fully vested employees which is 5 years of full-time service with the City upon retirement. Vision Insurance: Provided by VSP. 100% paid for employee only. Lifetime benefit for fully vested employees which is 5 years of full-time employment with the City upon retirement. Life Insurance: $50,000 per full-time employee. Disability: Provided for non-occupational accidents or illness. Premiums are paid by the City for full-time employees. Retirement: The City participates in the CalPERS retirement system. Employees who are classic members of CalPERS, or an agency with CalPERS' reciprocity, will be enrolled in the 2.5% @ 55 benefit formula. Effective January 1, 2013, new members to CalPERS or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula. All employees hired after January 1, 2012 are required to pay the full employee contribution to CalPERS. Employee Optional Benefits Plan: The City provides $1,744.00 per fiscal year for each full-time employee to use for the sole purpose of payment of health insurance premiums. Deferred Compensation: Each month, the City will match an employee's contribution to the City-offered 457 plan, up to a maximum of 1.5% of the employee's base salary. Social Security: The City does not participate in Social Security. The City and employee both contribute 1.45% for Medicare.

EXAMPLES OF DUTIES
- Oversees and participates in the development of the Park Maintenance and Urban Forestry division workplans.
- Participates in the development and implementation of departmental goals, objectives, work plans, reports, policies and procedures.
- Develops, implements, assigns and evaluates work activities, projects and programs for effectiveness and efficiency; modifies programs, policies and procedures as appropriate.
- Prepares budgets for the areas of responsibility; assists in budget implementation; participates in forecast of additional funds needed for staffing, equipment, materials, and supplies.
- Plans, organizes and schedules activities related to maintenance; establishes work priorities involving maintenance, repair, and purchases/replacements; plans and schedules maintenance/repair activities; develops programs for routine and preventive maintenance of all assets.
- Attends meetings with outside agencies and organizations to help develop solutions to problems or issues of mutual concern; participates in outside community groups and professional groups and committees; provides technical assistance, as needed.
- Researches and prepares technical and administrative reports; prepares written correspondence.
- Receives, researches, and responds to the more complex public relations problems.
- Provides high level and staff assistance to the Parks & Recreation Director in planning, organizing, staffing, directing, reviewing and evaluating department activities and programs, as assigned.
- Selects, trains, provides for the professional development, and work evaluation of assigned personnel, and works with employees to correct deficiencies; implements discipline and termination procedures
- Supervises the storage, disbursement and use of related supplies and materials;
- Serves as the Department's liaison staff member to the Parks & Recreation Commission.
- Attend meetings and present information to the City Council, various committees and commissions, and citizen organizations as required.
- Interprets and applies applicable regulations, requirements and policies related to assigned area.
- Recommends and enforces safety measures and programs; ensures that records are properly maintained.
- Responds to or coordinates interdepartmental responses to inquiries, concerns, suggestions and complaints in a timely and professional manner.

Education and Experience:

- Completion of high school or equivalent GED is required.
- Six (6) years of increasingly responsible experience in facility and park maintenance, landscaping, irrigation, tree trimming, tree removal, commercial equipment operation, at least two of which must be in a supervisory/lead position required.
- A Bachelor's Degree from an accredited college or university in construction management, public administration or closely related field is desirable.
Other Qualifications:
License & Certifications:
- Possession of a valid Class C motor vehicle operator's license from the State of California.
- Current Arborist certification issued from the International Society of Arboriculture or must obtain within one year of appointment to the position.

- Certification as a Playground Safety Inspector.
Physical Demands:
- Ability to sit, stand, stoop or bend for up to two hours at a time.
