Summary About the Position: This position is in the United States Army Special Warfare Center and School (USAJFKSWCS), G8 Resource Management's Program Integration Division Chief. Responsibilities Provides technical expertise in the preparation of Cost Benefit Analysis (CBA) for submission of the command's POM and manpower issues into the Planning, Programming, Budgeting and Execution (PPBE) cycle. Assists the ACoS, G8 in organizing and coordinating executive level leadership oversight, control and solution approaches to problem solving. Provides advice and guidance to POM AOs/PMs on program development problems. Functions as the command integrator of Army Command and Special Operations Forces- peculiar (SOF-p) material requirements Serves as project lead to other analysts/action officers on all aspects of the Army Cost- Benefit Analysis (CBA) and USSOCOM Special Operations Command Requirements Board (SOCREB)validation systems. Supervises employees, plans, directs, reviews and approves workload. Specialized Experience: One year of specialized experience which includes (1)Formulates, directs, and defends complex multi-appropriation Program Objective Memorandum (POM) authoring high-level Commander's Program Assessments to secure critical funding throughout the DoD PPBE cycle. (2) Synthesizes, validates, and aligns complex DOTMLPF-P capability requirements, capability gaps, and financial benefit estimates to establish command-wide resource integration and support command strategic objectives. (3) Synchronizes and manages top-level, high-visibility Force Modernization submissions, ensuring the resource integration of SOF-peculiar and Army Common materiel Programs of Record (POR) with institutional training Programs of Instruction (POIs). (4)Advocates for command interests and negotiates controversial funding, equipment specifications, and distribution plans during strategic planning engagements with external higher commands i.e. USASOC, USSOCOM, HQDA and sister services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
