About Our Opportunity We are seeking a skilled Program Manager to join the Service Design and Delivery Branch (SDD). In this impactful role, you will work closely with the Department of Opportunities and Social Development (OSD) and with many teams across CSDS. You will report to a Director of SDD and be responsible for the design and implementation of innovative functionality in the Integrated Case Management system (ICM) and in other systems supporting OSD. Primary Accountabilities Provide leadership for priority projects within the Service Design and Delivery branch of CSDS. Lead in the identification, design, planning, implementation, integration, and evaluation of multi-function, cross-departmental projects. Collaborate with SDD and OSD leadership to align project initiatives with division priorities. Build strong, collaborative relationships across OSD, CSDS, and other government partners. Manage a multidisciplinary IT team to deliver key initiatives, including internal staff, cross-departmental subject matter experts, and external resources. Coordinate with current technical teams delivering in-flight projects, support, and maintenance to ICM and other government technologies. Plan and coordinate projects and business activities that establish how and when the department will deliver products and services. Develop innovative solutions by integrating and analyzing complex information sources and building frameworks to assess short- and long-term needs. Contribute to the preparation of government advice, including memoranda, reports, recommendations, and requests for legislation. Provide strategic advisory support to senior executives by leading and guiding major, complex, multi-sector projects and initiatives. Qualifications and Experience You have completed a Bachelor’s degree in Computer Science, Business Administration, Commerce, or a related field, with several years of progressive, senior-level management experience. A combination of education and experience may be considered. Demonstrated qualifications include: Proven leadership in identification, design, planning, implementation, integration, and evaluation of multi-functional, cross-departmental projects. Strong people management skills with formal leadership experience. Experience leading large-scale change initiatives in complex, collaborative environments. Ability to develop innovative solutions by integrating and analyzing complex information. Knowledge of budgetary processes and risk management principles. Strong interpersonal and communication skills for collaboration with internal and external partners and senior leaders. Proven experience managing multiple projects and guiding complex initiatives to completion. Assets for this role include Master’s degree in a related field (preferred). Experience preparing government advice, including memoranda to Executive Council, reports, recommendations, and requests for legislation. Experience leading large-scale transformation and change management projects in public service or social services. Experience delivering or collaborating on programs and services within the Department of Cyber Security and Digital Solutions. Project Management certifications. Equivalency An equivalent combination of training and experience may be considered. Applicants relying on equivalencies must demonstrate them in their application. Working Conditions Normal work week is 35 hours, 7 hours per day. May be required to work overtime on occasion.
