As a Support Services Specialist, GS-0342-09 , you will plan, program, direct and coordinate the administrative functions of the state National Guard (NG). Provide overall technical and administrative direction to administrative support activities, including mail management/distribution, records management, reprographics, privacy and freedom of information acts, printing services management, publications management and supply, micrographics, administrative budget, military correspondence, forms management and field printing. Coordinate all administrative functions within the operating components of the state to provide the most effective support; forecasts problems and needs, identify required resources to include budget, and develops staff facilities and procedures to carry out the resulting program; provide leadership in negotiating with operating personnel and in securing acceptance of proposed programs. Manage and use funds allocated for operation of the branch, including stockroom, property maintenance, and other reimbursable accounts. Assess effectiveness of programs within the broad National Guard Bureau (NGB)/state framework, recommend such adjustments in organization structure or policies and procedures as required to accommodate existing or changing circumstances. Particular attention is given to providing administrative support to newly established programs. Plan and assign work to be accomplished within the branch. Set priorities and prepare schedules for completion of work. Make assignments based on priorities, difficulty and the capabilities of individual employees. Conduct employment interviews and recommend employees for appointment, promotion or reassignment. Establish performance standards. Monitor and evaluate employee performance. Assist employees in reaching performance goals. Inform subordinates of agency policies and programs. Hear complaints and grievances from employees; resolve those which can be informally resolved or make recommendations for resolution to appropriate official. Identify developmental and training needs of employees and provide or obtain training. Approve and/or disapprove leave requests. Promote acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs. Maintain an effective position management program. Assure position descriptions are accurate and positions are operating as intended. Conduct studies and surveys, analyze data in order to recommend the selection and utilization of the most efficient equipment and supplies associated with records management activities. Develop and direct a statewide records management program. Establish policies and procedures to ensure compliance with effective records management practices. Responsible for planning, controlling, directing, organizing and training activities with respect to records creation, maintenance, use, and disposition. Conduct periodic surveys, analyze data and review operating procedures to evaluate the effectiveness of the records management program. Analyze and interpret regulations and directives from the higher echelons affecting the records administration program and directs the implementation of such policies. Exercise supervision over the establishment and operation of a Records Holding Area (RHA). Develop standard operating procedures for a systematic cataloging, storage, retrieval, transfer and disposition of files, records and documents. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE : Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience in dealing with management principles and supervisory responsibility for support service functions required by type of position to be filled and the organization involved. Experience planning and directing a variety of clerical operations. Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
