Position Location This is a position located in Alexandria, VA, with occasional work in the greater Metro DC region and less than 10% travel outside the area. Job Overview Under the supervision of the Senior Program Manager, the Program Manager will provide program management, coordination, and policy analysis support to the Defense Technology Security Administration (DTSA) in direct alignment with the DTSA mission to identify and mitigate national security risks associated with the international transfer of advanced technology and critical information. The primary objective is to leverage senior-level program management and policy expertise to ensure that critical U.S. military technological advantages are preserved, the proliferation of weapons of mass destruction and sensitive goods is prevented, and legitimate defense cooperation and capacity building with allies are supported in a timely manner, all while sustaining the health of the defense industrial base. Salary: $130,000.00- $155,000.00/Yr. Responsibilities Essential Job Duties: Develop and administer project goals, objectives, and procedures to ensure alignment with company and government requirements; achieve at least 90% completion rate for project milestones within established timelines. Exercise sound independent judgment in day-to-day operations, making decisions that support organizational objectives and minimize risk. Analyze problems, identify alternative solutions, and predict consequences of proposed actions; implement recommendations to improve efficiency and effectiveness, targeting a minimum 10% improvement in process outcomes annually. Establish and maintain effective working relationships with all Government and Chugach employees; achieve positive feedback in annual stakeholder surveys. Communicate clearly and concisely, both orally and in writing, by preparing reports, briefings, and correspondence with a 95% accuracy rate in documentation. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures, ensuring compliance with government regulations. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct quarterly reviews and report findings to management. Review and interpret government contracts, correspondence, reports, and records to ensure compliance and maintain accurate documentation. Provide timely updates to the Senior Program Manager within 24 hours of encountering unique situations or problems, ensuring prompt resolution and transparency. Perform duties efficiently and cost‑effectively, achieving completion of assigned tasks within budget and established deadlines. Assist with project reporting, support team training initiatives, contribute to process improvement activities, and provide administrative support as needed. Key Responsibilities: Deliver senior-level program management, technical, administrative, and analytical support to DTSA, with a focus on the Technology Release and Foreign Disclosure portfolio. This includes developing and maintaining a project schedule, regularly monitoring progress, and reporting potential delays to stakeholders. Provide policy analysis, prepare strategic briefs and staff packages, and compile and track Summaries of Conclusions (SOC) and other correspondence to support security cooperation and international cooperative initiatives involving the foreign disclosure of classified military information (CMI) and the transfer of sensitive technologies. For example, the contractor shall identify bottlenecks in current workflows and propose automated solutions that reduce processing time by at least 20%. Support these efforts, the contractor shall provide personnel with strong Program Manager skills to perform key policy analyst and program management duties in a highly integrated and continuous manner, ensuring consistent deliverables and timely results. Consolidate, coordinate, and prepare synthesized data, strategic reports, and executive‑level briefing materials for senior government officials to support high‑level technology security decisions. Expected results include the delivery of comprehensive reports and briefings within established timelines. Execute robust tasking and progress tracking, which involves actively managing and distributing official tasks, tracking the progress of ongoing technology release cases, maintaining comprehensive action‑item trackers, and coordinating multi‑stakeholder workflows. The contractor shall provide recommendations for improvements to current internal business processes; for example, identifying bottlenecks and recommending automated solutions that reduce processing time by at least 20%. Job Requirements Mandatory: U.S Citizenship Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Demonstrated ability and experience to manage contracts with similar scope of work and duties. Basic working knowledge of the FAR. Ability to operate office equipment and use Microsoft Office Suite including Word, Excel, PowerPoint. Active Secret Security Clearance PMP Certification Must be able to successfully pass a pre‑employment background check and pre‑hire drug screening. Preferred: Knowledge of ITAR/EAR regulations. Prior experience with DoW or similar federal agencies. Working Conditions: This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.). May require occasional work outside standard business hours. This is a 100% onsite position based in Alexandria, VA, with occasional work in the greater Metro DC region and less than 10% travel outside the area.
