What You'll Do

CEC is seeking a Senior Recruiter/Sr. HR Specialist to support DEA federal staffing and recruitment operations, including job analysis, applicant evaluation, recruitment strategy, pay setting, regulatory compliance, selection processing, and onboarding coordination.

Key Responsibilities

Conduct job analyses; prepare promotion and placement products; and issue promotion, referral, and eligibility certificates.

Develop recruitment strategies, selective factors, rating and ranking criteria, and crediting plans, and explain the assessment methodology to management.

Coordinate with and advise DEA managers on technical matters involving federal recruitment and placement actions.

Gather and compile data for responses to Freedom of Information Act (FOIA), Equal Employment Opportunity (EEO), and congressional requests.

Review applications to determine qualifications, adjudicate veterans' preference, prepare selection certificates, validate selections, and review challenged applicant-status determinations.

Apply pay-setting calculations used in extending job offers, including conversion of general and special pay schedules to law enforcement pay schedules.

Develop and review policies, procedures, and Standard Operating Procedures (SOPs); analyze regulatory requirements; plan initiatives; and complete special projects and evaluations.

Train and prepare HR Specialists and HR Assistants to support complex-level tasks.

Develop ad hoc applicant metrics, reports, spreadsheets, staffing-process checklists, and related files, and monitor, maintain, and revise them as required.

Interpret and apply Executive Orders, Delegated Examining Unit (DEU) regulations, 5 Code of Federal Regulations (CFR), the Vet Guide, and other regulatory guidance.

Ensure Merit System Principles and applicable statutes, rules, regulations, policies, procedures, and guidelines issued by OPM, DOJ, and DEA are followed.

Provide input on staffing and recruitment policy issues and assist DEA attorneys and EEO specialists or investigators with settlements, EEO cases, and arbitration.

Respond to applicant and internal customer inquiries, coordinate with customers, and serve as a liaison as required.

Enter data into Position Management and other related DEA systems.

Prepare, issue, and track tentative selection notices; coordinate job offers; and establish Entry on Duty (EOD) dates.

Coordinate applicant security paperwork, including electronic Questionnaires for Investigations Processing (e-QIP), and conduct regular status checks with the DEA Personnel Security Unit.

Requirements

Bachelor's degree in human resources or a related field is preferred.

Two years of progressive work experience in management support and/or customer service.

Four years of directly related experience recruiting candidates for standard job-series occupations and specialty occupations.
