Telework options are subject to change at the discretion of managementMinimum qualifications include - Bachelor's degree from an accredited institution in business administration, public administration, accounting, or related field; or an equivalent combination of education and experience.
The primary purpose of the position is to provide planning and organizing of the department's budgeting functions to ensure that accounting records and the initiating transactions are properly budgeted using the State's Integrated Budget and Information System (IBIS) and properly recorded in the North Carolina Financial System (NCFS). The Department of Insurance is a diverse and complex organization with many unique and specialized operations and programs. Accounting records for the agency are maintained in several different budget codes: General, Special Interest, Special Non-Interest, Federal, and Trust. Within these major budget codes are varied and numerous sub-funds and programs. Moreover, all transactions must be processed in compliance with NCFS requirements, state and federal requirements, and generally accepted accounting principles.
The Budget Analyst I supports the Budget Manager in preparing continuation, expansion, capital, IT, program, and other required departmental budgets. The role includes ongoing monitoring, oversight, and execution of budgets through line-item requests and adjustments in accordance with the State Budget Act. The analyst reviews instructions, plans, and guidelines to ensure budgets are accurate, timely, and compliant. This position also examines budgets and expenditures for adherence to state rules, legislative intent, and applicable laws. It provides consultation and technical assistance related to the preparation and execution of continuation, operating, and expansion budgets across multiple funding sources, evaluating methodologies to improve accuracy. The analyst reviews program, policy, and rule changes to determine fiscal and program impacts, assists in managing position counts and budgeted salaries, and helps monitor salary reserves and lapsed salaries while providing regular status reports to the Budget Manager.
In addition to budget management, the position assists with grant planning and administration for the Department of Insurance and the NC Industrial Commission. This includes financial administration of private, state, and federal grants; ensuring accurate monthly expenditure reports; preparing required submissions to awarding agencies; reconciling federal drawdown systems; and managing cash flow for grant revenues. The analyst reviews information needed for disbursement of grant funds, maintains current balances, prepares monthly expenditure and balance reports, and distributes them to management. The role also involves reviewing funds availability for procurement requests, workflow items, BTAs, contracts, and temporary employee requests; preparing budget revisions; resolving funding discrepancies; and supporting programs in aligning budgets with funding needs. Other duties may include managing special projects assigned by the Controller or Budget Manager that require immediate attention.
