Salary and Benefits Salary Range: $136,778 − $166,255 (Annual Salary, Range M20: Management 2025‑2026 Schedule). Starting salary placement generally at Step 1. Benefits Summary: In addition to the salary, this position qualifies for the choice of one of the District’s excellent Health Benefits and Welfare plans, which the premium cost is 100% paid by the District for the employee and their eligible dependents. One health plan costs an estimated $60,000 for the District for fiscal year 2025‑2026. Health plans: Anthem Blue Cross (PPO) and Kaiser Permanente (HMO) Dental: Delta Dental PPO Vision: VSP Choice Life insurance for the employee: The Lincoln Life insurance for eligible dependents: The Lincoln Long‑term disability / income protection plan: The Lincoln Employee assistance plan: Anthem EAP The District contributes an additional 26.81% of the employee’s salary toward an eligible employee’s pension (CalPERS). Employees may also elect to participate in optional plans including purchasing additional life insurance for themselves and their eligible dependents, enrolling in a medical, transportation, and/or dependent care Flexible Spending Account(s), and setting aside pre‑taxed dollars to supplement their pension in a 403(b) and/or a 457 plan. Managers, Supervisors and Confidential employees earn 22 days per year of vacation, up to 12 sick leave days and 6 administrative leave days. There are 20 paid holidays. Position Summary The Facilities Manager reports to the Vice President of Administrative Services at San Jose City College. The work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. This is a full‑time, 12‑month per year, Classified Management position. Position Purpose Under general direction, the Manager, Facilities plans, develops, organizes and supervises the maintenance, cleaning and care of college facilities and grounds; manages a staff involved in routine building and repair, facilities rental, fleet vehicle operations, facility planning and procurement; oversees the facilities services budget; ensures safe use of materials and equipment; inspects work to maintain custodial and grounds service standards; and coordinates with college administrators and the District Office on planning for non‑bond capital improvement projects and larger maintenance and repair projects. Essential Duties and Responsibilities Plan, develop, and organize the daily activities of physical plant and grounds operations to include custodial, maintenance, grounds maintenance, fleet vehicle operations, facility and repair projects; ensure compliance with rules and regulations. Manage and evaluate the work assignments and performance of assigned classified employees; interview and select employees; train, evaluate, counsel, and discipline personnel according to established policies. Participate in developing, administering and monitoring the department budget; review and approve requests for purchase of goods and services. Coordinate effective deployment of staff, project management, and preventive maintenance planning; estimate time, material and equipment needed to perform work; requisition supplies for special projects. Maintain master plans and prints of campus buildings, roadways, parking lots, utilities; develop and monitor preventive and deferred maintenance programs for grounds. Perform site inspections to ensure safe, secure, clean and orderly conditions; coordinate work requests, projects, complaints; report hazards. Oversee landscaping activities including tree pruning, cutting, planting, fertilizing, weed‑eating and mowing; supervise use of chemicals; assist in landscape design and installation. Coordinate and troubleshoot maintenance and repair of irrigation systems; oversee equipment greasing and blade sharpening; maintain records. Implement and maintain facility safety; ensure buildings and grounds meet ADA compliance; collaborate with administrators and officials on safety mandates. Oversee use of campus facilities, rentals, and events; coordinate usage with campus departments; maintain master calendar and usage records. Coordinate maintenance, repair and replacement of fleet vehicles; supervise upkeep, oil changes and fluid checks; serve as primary contact for fleet operations. Conduct inventory of custodial and grounds equipment and supplies; order and distribute supplies; coordinate athletic field maintenance. Liaise with the District Office on college projects including major staff moves, fixtures and equipment. Lead staff in moving furniture, setting up facilities for special events; manage incoming work orders and move requests. Act as on‑call contact for emergencies; attend and conduct meetings as assigned. Perform other related duties as assigned. Knowledge, Skills and Abilities Knowledge Principles and practices of facility operations, services and grounds maintenance, including irrigation, fertilizer, soil characteristics, pest and disease treatment, and horticulture. Modern cleaning methods, floor and carpet care, furniture, wall and fixture preservation. Skilled trades: plumbing, electrical, carpentry, HVAC, interior partitioning and finishing. Materials, tools, equipment used in custodial and grounds maintenance. Campus safety precautions and procedures. Safe work practices and proper lifting techniques. Requirements for maintaining campus buildings in a safe, clean, orderly condition. Americans with Disabilities Act and other accessibility laws. Applicable federal, state and local laws, regulations and District policies. Negotiation, mediation and conflict resolution techniques. Budget preparation and monitoring policies. Effective management and supervision principles. Program, administrative and organizational analysis and planning. Business communication, correct English usage, spelling, grammar and punctuation. Board policies, administrative regulations, accrediting commission standards, HR procedures, collective bargaining agreements. Skills and Abilities Plan, organize and approve work completed by custodial, grounds and fleet staff. Develop and implement standards for building maintenance and groundskeeping objectives. Assign and inspect the work of others. Explain procedures and use of equipment and supplies in grounds and custodial work. Observe and report need for maintenance and repair. Apply pesticides, operate light and heavy equipment, hand tools and power equipment. Prepare and maintain comprehensive department reports and reviews. Present solutions to management confidently and effectively. Determine work priorities and analyze situations using sound judgment. Understand, interpret, explain and apply applicable rules, regulations, policies, laws, codes and ordinances. Build and foster knowledgeable, cohesive, effective work teams. Establish and maintain cooperative and effective working relationships with others. Operate a computer, assigned office equipment and standard business applications. Required Qualifications Education and Experience Graduation from high school or GED equivalent or vocational training in facilities/custodial management or a related field. Five years of facilities experience including two years supervisory experience. Pesticides Applicator License within six months of employment. License/Certificates A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program, or the ability to travel to other District campuses and locations. Desired Qualifications Degree(s) must have been awarded by a college or university accredited by an accrediting body recognized by the U.S. Council on Post-Secondary Accreditation and/or the U.S. Department of Education. All degrees and credits earned outside of the United States must have a U.S. evaluation (course by course) of the transcripts and must be submitted with the application. Degrees earned outside of the U.S. without a U.S. credential evaluation attached will not be considered.
