The position functions as the Technical Services Section Manager in the Technology Services Division’s Technology Solutions Bureau. The Technical Services Section Manager has full management responsibility and serves in a management role under the general direction of the Assistant Bureau Director (ABD). The Manager independently plans, directs, coordinates, and organizes the more difficult, critical, sensitive, technical, and highly specialized assignments and reviews implementation and conformance of IT programs with organizational policies and objectives. There are a wide variety of activities performed within the Bureau requiring the Section Manager to work effectively with subordinate staff, peers and senior managers throughout the department to accomplish the duties described in this document. The Section Manager represents the Bureau in divisional and departmental meetings and provides supporting mission‑critical 24×7×365 databases and services. Experience developing and maintaining effective working relationships with executives, managers, and staff from diverse program areas that include representatives from all levels. Experience planning, organizing, and managing multiple workloads. Experience in managing all activities associated with the operations of complex large‑scale IT services, emerging technology solutions, mission‑critical systems, and platforms/environments. Experience using MS Team Foundation Server (TFS)/Azure DevOps Server. Experience working in highly complex environments that have competing priorities and demands. Experience communicating effectively, orally, and in writing, analytical skills, including the ability to convey highly technical information in an understandable manner. Demonstrated capacity to make critical and timely decisions on a variety of challenges in a fast‑paced and changing environment. Ability to exercise a high degree of initiative. Ability to make decisions to resolve complex project issues. Ability to analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions. Ability to lead teams through organizational change. Ability to work under pressure and ensure timely incident resolution and completion of projects. Experience in Information Technology Infrastructure Library (ITIL) and Project Management Principles using DevOps configuration management tool (e.g. Ansible, Puppet, Chef, etc.), using and managing workloads on Red Hat OpenShift, using Azure DevOps or comparable tools (e.g. Jenkins) to build CI/CD pipelines, using Ansible Tower, including integration with the Tower REST API to automate workloads, using Red Hat Ansible to automate complex workload and using Python programming language.
