DIRECT MAINTENANCE/REPAIR MANAGER

This position is in the Bureau of District Maintenance and Repair, Fleet Management Administration, Department of Public Works (DPW). The purpose of the position is to plan, manage, direct, coordinate and evaluate the fleet maintenance and repair services for the Department of Public Works. The incumbent in this position serves as the primary source and authority to implement directives, objectives and plans of the Bureau as they pertain to the maintenance and minor repair of mobile equipment. He/she carries out the assignments independently and is responsible for coordinating the most effective use of existing manpower and equipment to accomplish the bureau’s maintenance repair requirements. Duties and Responsibilities Serves as the primary source and authority to implement directives, objectives, and plans of the Bureau as they pertain to the maintenance and minor repair of mobile equipment. Carries out the assignments independently and is responsible for coordinating the most effective use of existing manpower and equipment to accomplish the bureau's maintenance repair requirements. Directs work operations related to maintenance repair, road services assistance, wrecker service, and preventive maintenance at distant site locations and major maintenance, as deemed necessary, for users of the DPW Work’s, Fleet Management Administration. Directs, supervises, administers, and coordinates a twenty-four (24) hour, seven (7) day a week operation, ensuring timely and economical response to users requiring maintenance repair, which includes road service assistance and preventive maintenance services at distant site locations, and on-call wrecker services. Manages employees who perform diagnoses troubleshooting to determine exact nature and extent of repairs required, make repairs on engines, transmission, suspensions, steering, brake systems, and electrical fuel components. Assembles and disassembles engine components, modifies, reassembles, adjusts, and installs major and minor components. Performs repairs and maintenance tasks on engineering and construction equipment to include removing, replacing, adjusting, reassembling, disconnecting and/or repairing various parts and attachments including brooms, spinners, chains, sprinkler system, pump units, crane buckets and conveyors. Qualifications and Education Specialized Experience : Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience must demonstrate the following: Ability to supervise, knowledge of equipment assembly, installation and repair, technical practices, use of measuring instruments and the ability to interpret instructions and specifications to include blueprint reading. Licenses and Certifications Incumbent must possess a valid state Motor Vehicle Operator’s License. Position Designation : The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test. Emergency Designation : This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached. Subject to a twenty-four (24) hour call during extreme weather emergencies declared by the Mayor or the Director, Department of Public Works.
