Clearance: Active Secret Clearance Required (Top Secret Preferred)

Position Overview

Our client is seeking a strategic and results-driven Chief Technology Operating Officer (CTOO) to serve as a key partner to the CEO. This executive leader will be responsible for driving operational excellence, organizational scalability, and business growth while ensuring alignment with the company's mission and long-term vision.

The CTOO will oversee critical business functions including IT, Finance, Accounting, Contracts, and Operations. This individual will lead enterprise-wide transformation initiatives, optimize organizational performance, and help position the company for continued growth across Defense, Intelligence, and Special Operations markets.

Key Responsibilities

Strategic Leadership & Execution

• Partner with the CEO to translate strategic vision into actionable business plans and measurable outcomes.
• Drive enterprise-wide initiatives that improve operational performance, organizational effectiveness, and long-term growth.
• Promote a culture of innovation, accountability, and continuous improvement.
• Align business processes, infrastructure, and talent strategies with corporate objectives.

Operational Excellence

• Provide executive leadership across day-to-day business operations.
• Oversee and optimize cross-functional business units to ensure operational efficiency and organizational alignment.
• Maintain accountability for P&L performance, budgeting, resource allocation, and business results.
• Develop scalable systems and processes that support sustainable growth.

Growth & Business Expansion

• Build organizational capabilities that support revenue growth and increased enterprise value.
• Partner with internal and external stakeholders to identify and pursue new business opportunities.
• Drive operational readiness and scalability to support expanding customer requirements and strategic initiatives.
• Lead change management efforts that strengthen organizational performance and competitiveness.

Leadership & Talent Development

• Lead, mentor, and develop a high-performing management team.
• Foster a collaborative, mission-focused culture centered on accountability and excellence.
• Recruit, retain, and develop top talent across the organization.
• Hold leaders accountable for performance, compliance, and successful execution of business objectives.

Customer & Industry Engagement

• Serve as a trusted representative of the organization with customers, partners, and industry stakeholders.
• Build and maintain strong relationships that drive customer satisfaction and strategic growth.
• Support business development and capture activities across the federal and national security sectors.

Required Qualifications

• Bachelor's degree in Business, Management, or a related field.
• Minimum of 10 years of senior operational leadership experience supporting Department of Defense, Intelligence Community, or federal government organizations.
• Experience working within a Government Contracting (GovCon) IT organization.
• Demonstrated experience leading multiple corporate functions, including IT, Finance, Accounting, Human Resources, and Contracts.
• Proven success driving organizational transformation, business process improvement, and operational scalability.
• Strong executive leadership, business acumen, and decision-making capabilities.
• Experience managing budgets, resource planning, and P&L performance.
• Exceptional communication and relationship-building skills with the ability to influence stakeholders across all levels of an organization.
• Active Secret Security Clearance.

Preferred Qualifications

• Master's degree in Business Administration, Management, or a related discipline.
• Active Top Secret Clearance or higher.
• Prior military service or extensive experience supporting defense, intelligence, or government contracting organizations.
• Experience leading operations within a high-growth Government Contracting (GovCon) environment.
