Deputy State Historic Preservation Officer - C.E.A. - A

Under general direction of the State Historic Preservation Officer (SHPO), the Deputy State Historic Preservation Officer assists in the management of programs established by the National Historic Preservation Act of 1966, as amended, the California Register of Historical Resources, and other State laws pertaining to historic preservation. In consultation with the SHPO, the Deputy SHPO is responsible for the administration of the Office of Historic Preservation. This includes signature authority for the SHPO on legal documents and representation of the SHPO at local, state, and national meetings. The Deputy SHPO provides management and supervision of all the units in the office. This position is also responsible for the development of an administrative framework for the Office of Historic Preservation as mandated by federal regulations (36 Code of Federal Regulations Part 61).

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:



  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare an d review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.



These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):


CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.


CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.


CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.


Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Demonstrated ability of past cooperative working relations with representatives of local, state, and federal agencies, Native American tribes, the public, and other organizations concerning matters of the protection of cultural resources within California.
  • Broad and extensive experience in the development of an administrative framework and general policies for an agency or organization operating under federal and state regulations including the preparation of legal documents such as Public Records Act requests and legislative analyses.
  • Demonstrated managerial and supervisorial experience with federal and state programs similar to those housed in the Office of Historic Preservation (OHP) such as the Architectural Review, Local Government, Registration, Inventory Management, and Section 106/PRC 5024 Review and Compliance programs, and additionally, experience and familiarity with internal state administrative processes and fiscal and grant programs.
  • Willingness and ability to lead a multi-disciplinary professional and administrative team in a fast-paced, changing environment of challenging issues; assisting the State Historical Resources Commission to ensure that Commission-related activities in compliance with the Public Resources Code and applicable federal law.
  • Demonstrated leadership qualities to carry out statewide public outreach, analyze outreach results, write, and manage long and short-term specific projects for OHP, such as the California Statewide Historic Preservation Plan updates and the ongoing California Historical Resources Information System CA-SHPO-Online automation project




Examination Information


This examination will consist of an application screening process conducted by a designated screening committee. Using predetermined evaluation criteria based on the minimum and desirable qualifications included within this examination bulletin, applicants will be competitively ranked according to their qualifications and experience as stated on their application, resume, and Statement of Qualifications (SOQ).

In addition to the Standard State Application (STD 678), all interested applicants are required to submit a Statement of Qualification (SOQ). Within each response, include specific information as to how your professional experience, knowledge, skills, and abilities meet the qualifications and desirable qualifications of this position.

Please limit your SOQ to a maximum of 2 pages, 11-point Arial font, and 1-inch margins. The SOQ should address each desirable qualification and be numbered in the same order as listed in the "Desirable Qualifications" section. Each response should be in their own paragraph(s). The SOQ shall be titled "Statement of Qualifications - (Your full name)." Applicants who do not follow these requirements may be disqualified from the examination. Cover letters and resumes do not take the place of the SOQ.


If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.


A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.


The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
